POSITION OVERVIEW:

This role, under the guidance of the Public Works Division Director, is tasked with overseeing, organizing, and managing the daily functions of the Transfer Station Department. Responsibilities include delegating tasks to staff, approving departmental expenditures, and ensuring compliance with safety regulations.


  • Responsibilities also encompass the enforcement of safety protocols and adherence to all relevant regulations.

KEY RESPONSIBILITIES:
Supervise staff at the transfer station, including community service workers and volunteers. Assess employee performance, set standards, conduct regular evaluations, and take appropriate disciplinary actions when necessary.

Manage operational and financial record-keeping as required by the finance officer.
Coordinate the transportation of recyclable materials with processing partners.

Develop and maintain the operational budget for the transfer station.

Formulate recycling initiatives and objectives to reduce waste and adhere to resource limitations.

Implement and monitor grant-funded projects, ensuring compliance with the requirements of sponsoring agencies.

Ensure adherence to all applicable federal, state, and county regulations regarding the management of the assigned area.


Oversee the execution of vendor contracts as stipulated in individual agreements.

Prioritize projects, allocate resources, and coordinate with other departments and agencies as necessary.

Address complaints and grievances, utilizing feedback from customers and staff to resolve issues effectively.


Enforce safety standards and regulations.

Resolve employee issues or collaborate with staff to facilitate problem-solving.

Review and recommend adjustments to the fee structure based on market conditions and operational costs.

Perform additional duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION:

An Associate's degree in Environmental Science or Biology, vocational training with relevant coursework, or equivalent on-the-job experience - a minimum of three years along with the required experience listed below.


40 Hour HAZWOPER certification is preferred and must be obtained within three months of hire.
OSHA HAZWOPER 8 hr Supervisor certification is preferred and must be obtained within three months of hire.

Completion of a minimum of 8 hr HHW Collection training from the contracted waste removal company is required within three months of hire.

EXPERIENCE:

A minimum of three years in the solid waste or recycling sector or a related field.

  • At least two years of supervisory and budget management experience.
  • Must demonstrate mastery in operating relevant equipment.
REQUIRED SKILLS AND KNOWLEDGE:

ABILITIES:
Must be adept at identifying recycling markets and maintaining an updated vendor list.

Thorough knowledge of laws, common hazards, and safety standards relevant to solid waste, composting, and recycling operations is essential.


Must possess a comprehensive understanding of solid waste and composting processes.

Knowledge of business management principles, including strategic planning, resource allocation, and human resources modeling.


Excellent customer service skills, including needs assessment and quality standards evaluation.

Ability to effectively communicate and relay information necessary for achieving objectives, including proficient written and verbal communication skills.


Exercise independent judgment and critical thinking.

Strong interpersonal, decision-making, and management capabilities are required.

Ability to maintain effective working relationships with the public, county departments, colleagues, and other agencies.
Must be able to interpret blueprints, construction drawings, and maps.

Basic computer skills in word processing and spreadsheet management are necessary.

ADDITIONAL REQUIREMENTS:
Must possess a valid Colorado Commercial Driver's License - class B with hazardous material, tanker, and air brake endorsements.

Must pass a DOT physical examination.

Must have a working telephone.
Must pass initial and random drug and alcohol tests.

Vaccination against Hepatitis A & B, Tetanus, Diphtheria, and Pertussis is required, subject to legal exceptions.

BACKGROUND CHECK:

  • Criminal and traffic background checks will be conducted; a conviction will not automatically disqualify an applicant.
Legal authorization to work in the United States is required.

HEALTH RISKS:

This position involves exposure to biohazards associated with blood-borne pathogens and airborne transmissions. Employees are required to use protective equipment and may need vaccinations to prevent exposure. The County provides necessary vaccinations.

WORK ENVIRONMENT:
Work is conducted in various environments.

  • Job duties include:
  • Extended periods of walking, standing, driving, bending, climbing, reaching, and lifting up to one hundred (100) pounds.
  • Exposure to diverse climatic conditions, including cold, heat, rain, snow, wind, and dust.
  • Clear hearing and vision are essential for safe job performance.

  • Direct, delegate, and review the work of subordinate employees.
