JOB SUMMARY:

Under the general oversight of the Public Works Division Director, this role entails supervising, planning, and directing the daily operations of the Transfer Station Department. KEY RESPONSIBILITIES:

1. Supervise transfer station personnel, community service workers, and volunteers.

2. Assess employee performance, establish performance benchmarks, and conduct regular evaluations to ensure compliance with standards. Take appropriate disciplinary measures when necessary.

3. Manage record-keeping for operational and financial activities as mandated by the finance officer.

4. Coordinate the shipment of recyclable materials with processing firms.

5. Develop and maintain the operational budget for the transfer station.

6. Formulate recycling strategies and objectives to reduce waste and adhere to resource limitations.

7. Implement projects funded by grants, ensuring monitoring and reporting in line with sponsor requirements.

8. Comply with all federal, state, and county regulations related to the management of the assigned area.

9. Oversee the execution of vendor contracts as outlined in individual agreements.

10. Prioritize projects, allocate resources, and coordinate efforts with other departments and agencies.

11. Address complaints and disputes, utilizing feedback from customers and staff to resolve issues.

12. Enforce safety protocols and regulations.

13. Assist in resolving employee-related issues through collaboration.

14. Review and suggest timely adjustments to the fee structure based on market conditions and imposed costs.

15. Perform additional duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION:

An Associate's degree in Environmental Science or Biology, vocational training with relevant coursework, or equivalent on-the-job experience—minimum of three years along with the required experience listed below.

40 Hour HAZWOPER certification is preferred and must be obtained within three months of hire.

OSHA HAZWOPER 8-hour Supervisor certification is preferred and must be obtained within three months of hire.

A minimum of 8-hour HHW Collection training from the contracted waste removal company is required within three months of hire.

EXPERIENCE:

A minimum of three years in the solid waste or recycling sector or a related field, with at least two years of supervisory and budget management experience. The individual must demonstrate mastery in operating associated equipment.

SKILLS, KNOWLEDGE & ABILITIES:

1. Ability to identify recycling markets and maintain an updated vendor list.

2. Comprehensive knowledge of laws, hazards, and safety standards relevant to solid waste, composting, and recycling operations.

3. Familiarity with solid waste and composting procedures.

4. Understanding of business and management principles, including strategic planning, resource allocation, and human resources management.

5. Proficient in customer service principles, including needs assessment and quality standards.

6. Strong communication skills, both written and verbal, with the ability to keep stakeholders informed.

7. Capacity for independent judgment and critical thinking.

8. Strong interpersonal, decision-making, and management capabilities.

9. Ability to maintain effective working relationships with the public, county departments, colleagues, and other agencies.

10. Proficient in reading and interpreting blueprints, construction drawings, and maps.

11. Basic computer skills in word processing and spreadsheet management.

SPECIAL REQUIREMENTS:

Must possess a valid Colorado Commercial Driver's License - Class B with hazardous material, tanker, and air brake endorsements.

Must pass a DOT physical examination.

Must have a working telephone, either cell or landline.

Must pass initial and random drug and alcohol tests.

Vaccination against Hepatitis A & B, Tetanus, Diphtheria, and Pertussis is required, subject to legal exceptions.

Must pass a background check, including criminal and traffic records.

Legal authorization to work in the United States is required.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work is conducted in various environments, involving extensive walking, standing, driving, bending, climbing, reaching, and lifting up to 100 pounds.
