POSITION OVERVIEW:
Under the general oversight of the Public Works Division Director, this role entails the supervision, planning, and management of daily operations, including job assignments for staff and approval of departmental expenditures for the Transfer Station Department.

KEY RESPONSIBILITIES:
Oversee the activities of transfer station personnel, community service participants, or other volunteers/workers. Assess employee performance, set performance benchmarks, conduct regular evaluations to ensure standards are met, and take appropriate disciplinary measures when necessary.
Manage record-keeping for operational and financial activities as directed by the finance officer.
Coordinate the transportation of recyclable materials with processing firms.
Develop and maintain the operational budget for the transfer station.
Formulate recycling strategies and objectives to reduce waste and comply with resource limitations.
Execute grant-funded initiatives, tracking and reporting progress in line with the requirements of the sponsoring agency.
Ensure compliance with all Federal, State, and County policies, procedures, laws, and regulations relevant to the management of the assigned area.
Supervise the execution of vendor contracts as outlined in individual agreements.
Prioritize projects - allocate resources and personnel, and coordinate efforts with other departments and agencies as needed.
Address complaints, grievances, and disputes, while also considering suggestions from customers, supervisors, and other personnel to facilitate information exchange and issue resolution.
Enforce safety protocols and regulations.
Resolve employee issues or collaborate with staff to aid in problem-solving.
Review and propose timely adjustments to the fee structure based on fair market conditions and imposed costs to the County.
Perform additional duties as assigned.
MINIMUM QUALIFICATIONS:
EDUCATIONAL REQUIREMENTS:
An Associate's degree in Environmental Science or Biology; vocational training with relevant coursework; or related on-the-job experience - a minimum of 3 years plus the required experience listed below.
OSHA HAZWOPER 8 hr Supervisor certification is preferred and must be obtained within 3 months of hire.
A minimum of 8 hr HHW Collection training from the contracted company for waste removal is required within 3 months of hire.
EXPERIENCE REQUIREMENTS:A minimum of three years in the solid waste/recycling industry or a related field.
- Two or more years of supervisory and budget management experience.
- Must demonstrate mastery in operating associated equipment.
ABILITIES:
Must be adept at identifying recycling markets and maintaining an updated vendor list.
Must possess comprehensive knowledge of laws, common hazards, and safety standards relevant to solid waste, composting, and recycling operations.
Must have a thorough understanding of solid waste and composting processes.
Familiarity with business and management principles related to strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of personnel and resources.
Must exhibit excellent knowledge of principles and processes for delivering customer and personal services, including customer needs assessment, quality standards for services, and evaluation of customer satisfaction.
Ability to effectively communicate necessary information to achieve goals and objectives, including proficient written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen attentively.
Exercise independent judgment and critical thinking.
Must demonstrate strong interpersonal, decision-making, and management capabilities
Able to maintain professional and effective working relationships with the public, County departments, colleagues, and other agencies.
Must be able to read and interpret blueprints, construction drawings, and maps.
Must possess basic computer skills in word processing and spreadsheet data management.
SPECIAL REQUIREMENTS:
Must hold a valid Colorado Commercial Driver's License - class B with hazardous material, tanker, and air brake endorsements
Must pass a DOT physical examination.
Must have a working telephone - either cell or home phone.
Must pass initial and all random alcohol & drug tests
Must be vaccinated against Hepatitis A & B, Tetanus, Diphtheria, and Pertussis - subject to exceptions by law
Background Check:
- Criminal & Traffic Conviction of a crime will not be an absolute barrier to employment
This position has been identified as having an EXTREME exposure risk to "biohazards" linked to blood-borne pathogens HIV (aids), HAV (Hepatitis A) virus, HBV (hepatitis B) virus, and airborne transmissions of TB (tuberculosis). Employees are advised that exposure to a "biohazard" may lead to severe illness or death. Employees are required by Department policy to utilize protective equipment and clothing. Vaccination may be necessary to prevent or treat exposures to "biohazards". The County provides vaccinations for HAV, HBV, (Testing for TB) Chickenpox, Tdap (Tetanus, Diphtheria, & Pertussis), Meningococcal, MMR (Measles, Mumps & Rubella), and Influenza. Some vaccinations are only required once in a lifetime, and documentation of the vaccine may be required. Employees who opt not to be vaccinated will need to sign a Declination.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Work is conducted in various environments.
- Job responsibilities include:
- Extended periods of walking, standing, driving vehicles, bending, climbing, reaching, lifting, pushing, and/or pulling up to one hundred (100) pounds.
- Employees in this role may be exposed to a wide range of climatic conditions such as cold, heat, rain, snow, wind, and dust.
- Hearing verbal communication is essential for safe and effective job performance.
- Clear vision at 20 inches or less and up to 20 feet or more; the use of corrective eyewear is acceptable.
SUPERVISORY RESPONSIBILITIES:
- Instruct, delegate, and review the work of lower classified employees.
