Job Overview

The Chief of Police is responsible for year-round Main Campus law enforcement and security activities, special event security, and community relations - to include local and federal law enforcement, allied campus security departments, university neighbors and community groups.

They also direct dispatching and electronic security systems, criminal and special investigations, student guard program, and safety and security training programs development for Police Department officers and staff, and for other University members.

Additional responsibilities include but are not limited to:

Provide University support for security at global properties
Develop plans, programs and procedures for all administrative and operational activities
Lead both the Police Accreditation and Clery Act processes for the University
Perform the full range of supervisory duties - for example, recruiting, hiring, rating performance, awarding, disciplining, and promoting employees
Work Interactions and Work Mode Designation

Reporting directly to the Associate Vice President for Public Safety, the Chief of Police directly supervises the Deputy Chief.

Additional reporting staff members are Police Captain, Lieutenants, Patrol Sergeants, Detective Sergeant, Crime Prevention Sergeant, Communications Supervisor, Accreditation Manager, and four classifications of officers who are bargaining unit members: Patrol, Investigations, Communications Officers and Specialists, and Security Officers; as well as student guards and contract security.

The Chief works closely and directly with the other key infrastructure leaders at the University, including the Director of Office of Emergency Management and the Vice President of Facilities Management. As well, they oversee the management, coordination and implementation of enterprise security systems, including but not limited to radio communications, alarm and video management systems.

GUPD officers are commissioned special police officers, vested through the District of Columbia Metropolitan Police Department, with full powers of arrest on campus property. GUPD works closely with the Metropolitan Police Department and District of Columbia Fire Department. During their first year of service, all officers are required to complete on-site training, as well as training by the Consortium of Law Enforcement Training Academy.

The Chief has the authority to initiate/implement organizational changes (personnel, technical, facility, etc.) and budgetary transactions consistent with applicable University policies and guidelines.

This position has been designated as On-Campus. Please note that work mode designations are regularly reviewed in order to meet the evolving needs of the University. Requirements and Qualifications

Master's degree
At least 15 - preferably 20 years - of experience in progressively responsible positions in a large-scale municipal law enforcement agency, preferably in a major university, including several years in a senior leadership role
Additional experience in management and labor relations
Excellent interpersonal and communication skills
Experience in budget management, labor relations, and affirmative action
Ability to communicate through both oral and written communications
Experience in community relations, dealing with the media, and in the use of social media in a police environment
Technical Qualifications or Specialized Certification

FBI National Academy training

Preferred Qualifications

Southern Police Institute or ASIS Certified Protection Professional certification
