NOTE: This is an Excepted Service role. Candidates must be residents of the District or establish residency within 180 days of employment.

The Mayor's Office of Talent and Appointments (MOTA) is seeking a dynamic and skilled individual to take on the role of Chief Operations Strategist. The mission of MOTA is to enhance the quality of life for the District's Latino population by addressing various social and economic challenges through effective management of public and private collaborations, policy expertise, community relations, civic engagement, and community-based funding.

The selected candidate will be responsible for developing and executing a strategic framework for the Mayor and the District of Columbia to engage, empower, and uplift Latino constituents while harmonizing the interests of all relevant stakeholders. This includes the implementation of policies and programs that ensure comprehensive access to health, education, employment, and social services for Latino residents.

KEY RESPONSIBILITIES

The Chief Operations Strategist will:

  • Collaborate with the Director to oversee agency functions and manage various programs.
  • Assist in directing initiatives aimed at analyzing and enhancing conflict resolution within Latino communities.
  • Engage with the Director to coordinate the Commission on Latino Community Development to provide insights on legislation and policies affecting the Latino community.
  • Lead research initiatives to identify and report on significant challenges facing the Latino community in the District.
  • Foster strong partnerships with non-governmental Latino organizations and other governmental bodies to support shared interests and collaborate on policy improvements.
  • Work alongside the Director to establish a strategic vision for outreach and engagement with Latino constituents and organizations to ensure sustainable development and future leadership opportunities.
  • Evaluate the effectiveness of Latino-focused programs and policies to ensure they deliver maximum benefits to the community.
  • Support other District functions in addressing policy matters related to Latino constituents.
  • Perform additional duties as assigned.

QUALIFICATIONS

  • Candidates should possess 5-8 years of experience in public policy, community engagement, stakeholder collaboration, or legislative advocacy within the Latino community.
  • The ideal candidate will demonstrate strong communication and partnership-building skills with other Latino organizations and government entities. Proficiency in assessing policy effectiveness and developing innovative communication strategies for MOTA's objectives is essential.

RESIDENCY REQUIREMENT

New appointees to the Excepted or Executive Service must either be District of Columbia residents at the time of appointment or establish residency within 180 days. Continued residency is required throughout the duration of the appointment.
