The selected candidate will function as a Chief Personnel Psychologist within the Office of Human Resources, specifically in the Human Resources Research and Assessment Division.
Key Responsibilities:
1. Supervise and evaluate the creation and validation of human resources assessment tools tailored for both specific and general examination requirements, ensuring the formulation of specialized testing instruments.
2. Lead the adoption of innovative methodologies and strategic initiatives aimed at assessing and enhancing organizational practices, policies, and procedures to boost effectiveness and ensure optimal talent management through the design, validation, and execution of comprehensive human resources assessment tools.
3. Review completed projects to ensure objectives are met, assess the impact of recommendations on the overall program, allocate and balance workloads among team members, and set technical milestones for various projects.
4. Assess the efficacy, precision, and thoroughness of research methodologies, assessment development, validation processes, and the structuring of work related to item-type taxonomies, statistical validity, and testing theories to address significant management challenges affecting agency personnel.

Salary: This Chief Personnel Psychologist role commences at a salary of $163,964 (GS-15 step 01), with the potential to reach $191,900 (GS-15 step 10).
Requirements:
If selected for this role, candidates must:
- Be a U.S. citizen.
- Males born after December 31, 1959, must be registered for Selective Service.
- Obtain and maintain a top-secret Tier 5 clearance.
- Undergo a drug test prior to appointment and random drug testing during employment.
Qualifications:
Basic Education Requirement:
Completion of a full four-year course of study in an accredited institution leading to a bachelor's degree or higher in psychology.
In addition to the basic education requirement, candidates must possess one year of specialized experience equivalent to the GS-14 level, including:
1. Managing personnel, providing guidance, and overseeing activities related to the development, implementation, and adherence to policies and best practices in human capital assessment and development.
2. Directing the research, development, implementation, and management of effective human capital assessment and development tools.
3. Contributing to the creation of innovative, accurate, timely, and high-quality organizational and workforce solutions.
4. Executing best practices and services related to the management of assessment and talent development tools.
5. Ensuring compliance with relevant professional guidelines.
