Executive Director (Lottery)

Annual Salary: $221, $233,908.00

The Office of the Chief Financial Officer (OCFO) is dedicated to enhancing the fiscal and financial integrity of the Government of the District of Columbia. We are currently seeking an Executive Director for the Office of Lottery & Gaming (OLG). This pivotal role involves providing strategic leadership and direction in establishing comprehensive policies and objectives that align with OLG's mission, while overseeing all financial, administrative, and operational functions of the agency.

Key Responsibilities:

  • Directing, implementing, and sanctioning all facets of the agency's programs, policies, and procedures related to administration, compliance with regulations, security measures, revenue generation, sales targets, marketing strategies, game innovation, charitable gaming initiatives, and licensing processes for retailers and non-profit entities.
  • Offering managerial insight and support to enhance program effectiveness, drive innovation, improve management practices, and foster professional growth.
  • Providing expert advice on financial compliance, regulatory matters, organizational development, and strategic planning.
  • Acting as the agency's representative in engagements with local officials, legislative bodies, executives, and senior management.
  • Building and sustaining relationships with industry peers, government representatives, business leaders, and other stakeholders; overseeing the agency's budget and procurement strategies.
  • Engaging with community organizations, service clubs, and professional groups to discuss the agency's initiatives; overseeing the technology that supports gaming operations, financial reporting, audits, and compliance with government regulations.
  • Performing additional related duties as required.

Minimum Qualifications: A minimum of eight (8) years of progressive experience in planning, directing, and managing all aspects of a lottery's financial, administrative, and operational activities. Demonstrated ability to inspire, develop, and mentor staff to achieve the lottery's vision and objectives. Exceptional written, verbal, and public speaking skills are essential.
