Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virgina Class submarines per year production rate while also sustaining the existing fleet.

This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Deloitte, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat, and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  1. Develop a national strategic functional dry dock plan across public and private shipyards.
  2. Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.
  3. Generate and implement strategies to accelerate current shipbuilding facility expansion.
  4. Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
  5. Assist shipbuilders in determining methodologies for reducing inventory space requirements.

This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Job Summary:

In this role, you will proofread, edit, and coordinate the production of documents and presentations. You will gather information about objectives and requirements and create a draft to review and edit with the customer. You will also perform writing tasks for technical documents. Your skills will help resolve inconsistencies and establish a logical format and structure to the information being conveyed. #LI-HB1

Major Responsibilities:

Level 1

  • Proofreads, edits and coordinates the production of simple to moderately complex documents and presentations​
  • Gathers information about needs, objectives, functions, features, and requirements​
  • Performs writing tasks for technical documents, such as user manuals, installation manuals, help documents, and tutorials​
  • Reviews document or presentation requirements with customers​
  • Edits drafts of simple to moderately complex documents to produce a logical format and structure and to resolve inconsistencies​
  • Assists other technical editing staff, as required​
  • May participate as a member of an editorial team on large and complex documents

Level 2

  • Plans, writes, edits, proofreads, and coordinates the production of moderate to complex technical documents, procedures and other print and electronic media​
  • Plans format of documents, organizes content, writes/edits text, and provides instructions for final reproduction​
  • Collaborates with authors, subject matter experts, and professional staff while preparing a full range of technical documents​
  • Reviews document requirements (including content and schedule) with customers and provides guidance for successful and timely product completion​
  • Recommends and coordinates document formatting, form development, graphic design, reprographics, and document processing support​
  • Edits and/or rewrites draft documents to industry and government standards while conforming to appropriate style guide and other document-related procedures​
  • Ensures that material is structured and formatted logically and resolves inconsistencies​
  • Works with authors to resolve editorial and/or content issues​
  • Monitors job progress and alerts responsible supervisor when schedules appear to be in jeopardy​
  • Maintains complex electronic file management and configuration control​

Education and Experience Requirements:

Level 1

  • Requires a minimum of 4-6 years of related experience​
  • Associate degree or related technical training preferred

Level 2

  • Requires a minimum of 6+ years of related experience​
  • Associate degree or related technical training preferred​

Required Knowledge, Skills, and Abilities:

  • Technical writing and editing skills normally acquired through specialized education/training in English, technical communications, or journalism.
  • Thorough knowledge of grammatical rules, spelling, composition, and style.
  • Ability to work to a style guide.
  • Ability to perform substantive edits, write original text, and identify and apply appropriate level of edit based on considerations such as customer expectations, audience, visibility, and corporate standards.
  • Online editing/proofreading skills.
  • Proficiency with standard document formatting/editing/production software, including incorporating electronic comments, importing graphic files, formatting tables, and developing and applying templates.
  • Knowledge of standard editing/proofreading marks.
  • Basic vocabulary of the relevant technical disciplines.
  • Comprehensive knowledge of current production methods and techniques, including graphics, document formatting, and photographic processes.
  • Knowledge of basic publication cost estimating/reporting methods.
  • Effective interpersonal and leadership skills in communication with customers, co-workers, and supervisors.
  • Good oral and written communication skills.
  • Professional customer service skills.
  • May participate in Six Sigma activities.
