We are currently seeking a skilled and detail-oriented Proposal Manager to join our team as a key contributor in the pursuit of government contracts. Please note that this is a hybrid remote role that offers the perfect balance of flexibility and collaboration. The starting salary is commensurate with experience and tenure.


Role Description:

In this role, you will be instrumental in managing proposals throughout their entire lifecycle. You will collaborate with team members to craft and edit compelling technical proposals for both services and development, clearly conveying our company's value to potential clients. Additionally, you will support corporate marketing initiatives to enhance brand visibility and drive business growth.

Job Responsibilities:


Proposal Managing and Technical Writing:

  • Lead Proposal Development: Spearhead the creation of proposals in response to government solicitations, ensuring compliance with all requirements and deadlines.
  • Oversee Proposal Management: Take charge of managing, overseeing, and tracking all activities related to the development, production, and revision of assigned proposals.
  • RFP Analysis: Analyze Requests for Proposals (RFPs) to establish production guidelines, identify reusable content, and develop data collection forms and proposal templates.
  • Maintain Development Schedule: Develop and maintain the proposal development schedule, outline, and compliance matrix to ensure timely and organized submissions.
  • Conduct Kick-Off Meetings: Lead, schedule, and facilitate proposal kick-off meetings to align team efforts and establish clear objectives.
  • Guide Critical Milestones: Oversee crucial milestones, including storyboarding, color reviews, and content development discussions, to ensure high-quality proposals.
  • Manage Technical Volumes: Oversee the management of technical volumes and sections, including technical and management approaches, personnel and staffing strategies, and past performance and corporate experience documentation.
  • Develop Comprehensive Proposals: Research, gather information, and collaborate with Subject Matter Experts to create detailed and tailored proposals for potential clients.
  • Simplify Technical Information: Translate complex technical information into clear, accessible language for various audiences, including clients and non-technical stakeholders.
  • Craft Compelling Content: Write clear, concise, and persuasive content that showcases the unique strengths and capabilities of our company, projects, and staff.
  • Coordinate Production Services: Oversee all production services for proposal activities, including maintaining a status record and master file for all text and graphics. Provide guidance and status reports to executive management and enforce editorial guidelines.
  • Manage Proposal Staff and Resources: Direct and allocate resources, including technical writers, graphic designers, layout artists, Subject Matter Experts, subcontractor representatives, and independent contractors, assigned to proposals.
  • Engage Key Personnel: Lead key personnel in all proposal review activities, ensuring compliance with corporate and legal requirements.
  • Serve as the Main Point of Contact: Act as the single point of contact between operational, proposal, and production staff for all proposal development and production matters.
  • Handle Multiple Projects: Manage multiple concurrent projects with stringent deadlines and last-minute requirements to meet client deadlines.
  • Facilitate Review Meetings: Lead key review meetings and final document reviews to ensure high-quality proposals.
  • Ensure Proposal Governance: Coordinate proposal governance, ensuring all proposals adhere to guidelines, requirements, and deadlines.
  • Oversee Document Production and Delivery: Manage the production and delivery of completed proposals.
  • Support Quality Management: Assist the Quality Management team by ensuring proposal processes are up to date.


Market Research:

  • Stay Informed: Keep up to date with industry trends, competitor activities, and market developments to ensure our proposals reflect the latest insights and best practices.
  • Analyze Client Needs: Assess client needs and tailor proposals to address specific challenges and opportunities, showcasing our understanding and expertise in the market.


Corporate Marketing:

  • Strategic Collaboration: Work closely with senior management to develop and execute strategic marketing initiatives that align with our overall business goals.
  • Create Marketing Collateral: Contribute to the creation of marketing materials, including newsletters, website content, company credos, and social media content, to effectively communicate our brand.
  • Maintain Brand Consistency: Help develop and maintain a consistent brand voice and image across all marketing materials and platforms.


Cross-functional Collaboration:

  • Information Gathering: Partner with corporate and project teams to collect valuable information and insights for proposal development.
  • Enhance Visual Appeal: Collaborate with senior management to elevate the visual impact of proposals and marketing materials.


Quality Assurance:

  • Ensure Precision and Clarity: Conduct comprehensive reviews and edits to guarantee the accuracy, coherence, and effectiveness of all written materials.
  • Continuous Improvement: Incorporate feedback from internal stakeholders to consistently enhance the quality of proposals and marketing content.


Requirements:

Basic Requirements:

  • Educational Background: Bachelor's degree in Technical Communications, English, Business, or a related field.
  • Experience: Must possess at least five (5) years of experience in either technical writing/proposal management, ideally encompassing both services and development within government contract environments.
  • Knowledge Base: Familiarity with government procurement processes and regulations.
  • Skills: Exceptional attention to detail with a proven ability to manage multiple projects concurrently.
  • Communication: Outstanding written and verbal communication skills.


Preferred Skills:

  • Technical Editor Experience: Proven ability to review materials submitted by Subject Matter Experts for clarity, punctuation, grammar, and content.
  • Graphic Design Experience: Hands-on experience in graphic design to enhance proposal visuals and presentation.
  • Proposal Management Tools: Proficiency in using proposal management tools to streamline workflow and enhance efficiency.
  • Adaptability: Ability to thrive in a fast-paced, deadline-driven environment.
  • Certifications: Shipley Associates certification and APMP certification are preferred.
