Job Overview:

This part-time role, under the guidance of the Manager of the Health Program Outcomes and Epidemiology (HPOE) Team, is dedicated to supporting the Maternal Opioid Misuse (MOM) Model initiative through sophisticated health services research.

The Research Specialist V is responsible for updating, validating, and managing critical linked datasets pertaining to maternal and infant health.

This position involves the development and application of research methodologies and analytical techniques for essential Medicaid program outcome measures related to the MOM model, employing advanced statistical approaches.

Responsibilities include planning, initiating, and coordinating various segments of comprehensive research projects related to the MOM model.

The Research Specialist V effectively communicates research findings to senior management, relevant agencies, and stakeholders, while also responding to specific inquiries, sourcing data from existing repositories, compiling results for dissemination, providing technical support to data users, and conducting thorough literature reviews on current research methodologies.

This role operates with minimal supervision, allowing for significant independence and initiative.

Key Responsibilities:
(60%) Maintain and analyze linked maternal-infant datasets utilizing advanced statistical techniques. Leverage Medicaid claims, enrollment, and other health data sources. Produce statistical outcomes using specialized software. Develop scripts for data extraction from relational databases. Collaborate with various agency personnel.
(15%) Supervise quarterly reports for the MOM Model project. Convey research outcomes to stakeholders in diverse formats (reports, articles, presentations). Create high-quality reports featuring graphics and charts.
(15%) Manage data sharing with MOM model sub-awardees. Conduct regular Medicaid claims data retrieval for enrolled women. Process incoming data from sub-awardees. Prepare data for utilization and reporting. Address specific requests and compile results.
(5%) Investigate contemporary methods in outcomes research and health-related topics for application to research databases.
(5%) Adhere to regular attendance as per agency policy.

Required Knowledge, Skills, and Abilities:
Proficiency in scientific research methodologies, statistical techniques, mathematics, and geographical concepts as they pertain to research analysis.
Familiarity with outcomes research methodologies and survey techniques.
Understanding of patient-level health services data (e.g., Medicaid data, medical records systems, or clinical coding practices).
General awareness of public health and demographic data (e.g., hospital discharge data, vital statistics).
Knowledge of computer programming principles, spreadsheet macros, and database design.
Competence in using SAS, SPSS, or other statistical software.
Proficiency in utilizing ACCESS, SQL, or other database management systems.
Skill in using EXCEL or other spreadsheet applications.
Ability to present data graphically and in tabular formats.
Strong verbal and written communication skills.
Capability to evaluate measurement instruments and data sources.
Proficiency in linking, managing, manipulating, and analyzing complex databases.
Ability to plan, organize, and execute research projects.
Capacity to work collaboratively and communicate effectively.
Skill in developing and interpreting statistical data visualizations.
Ability to interpret and disseminate research findings.
Capacity to exercise independent judgment and demonstrate initiative.
