The Research Specialist III manages both routine data entry and analysis, as well as special reports or analyses as requested by management.
The position operates under moderate supervision, allowing for some initiative and independent judgment.This role requires in-person attendance at the designated office location.
Key Responsibilities:
Develops and sustains research data sets, documents data structures and definitions, and creates audit and monitoring tools using advanced Microsoft Excel features to support data collection efforts. This aids program staff in monitoring and auditing functions and assists management in evaluating compliance with agency policies and contracts.
Includes the formulation of reporting functions in Excel based on complex datasets and the integration of multiple data sources.
Provides routine troubleshooting support for users of existing audit and monitoring tools.
Facilitates the fiscal year transition of audit and monitoring tools to ensure accurate year-end data transfer.
Employs historical data and trend analysis to generate caseload projections, assisting executive management in assessing staffing and resource needs.
Monitors progress toward established projections and regularly updates management on developments.Ensures precise and timely data entry into existing systems to support program staff in their monitoring and auditing responsibilities.
Collects and evaluates data from agency systems to produce ad hoc reports on topics assigned by executive management.
During legislative sessions, compiles information related to proposed bills for tracking purposes.Coordinates, plans, and oversees research projects, including data gathering, compilation, analysis, and querying.
Engages with users, subject matter experts, executive management, and external entities to define issues, comprehend agency programs, and gather necessary information for reporting.
Conducts both long-term and short-term studies.Plans and executes research on agency programs, including current and historical state policies and regulations, as well as comparable programs in other jurisdictions.
Requires the capability to perform ad hoc analyses and prepare reports within tight deadlines.Seeks opportunities for process automation to enhance efficiency.
Required Skills and Qualifications:
Proficient in drafting written reports that convey findings tailored to diverse audiences.
Expertise in gathering and analyzing data to support executive decision-making.
Familiarity with running queries, report writing, and presenting findings.
Knowledge of statistical concepts and methodologies applicable to research analysis; understanding of measurement, testing, evaluation, and research principles.
Advanced skills in Microsoft Excel, including the ability to compile multiple datasets, utilize trend forecasting, create models and reports, apply conditional formatting, and develop forms.
Competence in conducting qualitative and quantitative research, proficient use of computer software, and familiarity with statistical tools and programs.
Ability to work autonomously and manage multiple research projects concurrently.
Capacity to gather, assemble, correlate, interpret, and analyze extensive data sets.
Proficient in planning, organizing, and coordinating research projects; evaluating research data; ensuring the development of reliable and valid measuring instruments; interpreting and disseminating research findings; and communicating effectively.
Strong attention to detail and self-editing skills to produce high-quality data and reports.
Advanced critical thinking and problem-solving abilities.
