Job Description:

Research Specialist III:

The Research Specialist III undertakes intricate research activities, focusing on data collection and analysis under the guidance of the Texas Department of Aging & Disability Services.

This role encompasses the creation and management of research data sets, thorough documentation of data structures and definitions, and the development of audit and monitoring tools utilizing advanced Microsoft Excel functionalities. Additionally, the specialist is responsible for entering data into established systems and organizing information to generate comprehensive reports related to the agency's programs and operations.

The Research Specialist III is tasked with both routine data entry and analysis, as well as producing ad hoc reports or analyses as required by management.

This position requires in-person attendance at the designated office location.


Key Responsibilities:

Develops and sustains research data sets, meticulously documents data structures and definitions, and creates audit and monitoring tools using advanced Microsoft Excel functions to support data collection efforts. This assists program staff in their monitoring and auditing responsibilities and aids management in assessing compliance with agency policies and contracts.

Engages in the development of reporting functions in Excel based on complex datasets and integrates multiple data sources.


Provides routine troubleshooting support for users of existing audit and monitoring tools.

Completes the annual conversion of audit and monitoring tools to facilitate the transfer of year-end data into new fiscal year systems.

Utilizes historical data and trend analysis to formulate caseload projections, assisting executive management in resource planning and budget requests.

Monitors progress toward achieving projections and regularly updates management on status.

Ensures accurate and timely data entry into existing systems to support program staff in their monitoring and auditing functions.

Collects and analyzes data from various agency systems to produce ad hoc reports on topics assigned by executive management.

During legislative sessions, compiles relevant information on filed bills for tracking purposes.


Coordinates, plans, develops, and oversees research projects, which include data gathering, compilation, analysis, and querying.

Interacts with users, subject matter experts, and management to define issues, understand agency programs, and gather information for reporting.

Conducts both long-term and short-term studies.

Plans and executes research on agency programs, including current and historical policies and regulations, as well as comparable programs in other jurisdictions.

Requires the ability to perform ad hoc analyses and prepare reports within tight deadlines.


Explores opportunities for process automation to enhance operational efficiency.


Required Skills and Qualifications:

Proficient in crafting written reports that effectively communicate findings to diverse audiences.

Skilled in data gathering and analysis to support executive decision-making.

Knowledgeable in query execution, report writing, and presenting analytical findings.

Familiar with statistical concepts and methods applicable to research analysis, measurement, testing, evaluation, and research methodologies.

Advanced proficiency in Microsoft Excel, including data compilation, trend forecasting, model creation, conditional formatting, and form development.

Competent in conducting qualitative and quantitative research, utilizing computer software, and employing statistical tools.


Ability to work autonomously and manage multiple research projects concurrently.

Capable of gathering, assembling, correlating, interpreting, and analyzing extensive data sets.

Skilled in planning, organizing, and coordinating research projects; evaluating research data; ensuring the reliability and validity of measuring instruments; interpreting and disseminating research findings; and communicating effectively.


Attention to detail and self-editing skills to produce high-quality data and reports.

Strong critical thinking and problem-solving abilities.
