Job Overview:

Senior Research Analyst:

Under the guidance of the Director of Data Analytics and Performance (DAP), the Senior Research Analyst (SRA) conducts comprehensive analysis of data pertaining to critical Health and Human Services (HHS) programs and prepares findings for distribution to relevant stakeholders.

Engages in advanced-level research initiatives. Plans, coordinates, and actively participates in research and special projects focused on HHS matters.

Assesses cost trend analyses of HHS benefits and examines trends related to the evolving use of client services, emphasizing data integrity.

Collaborates with various DAP teams, Information Resources Management, Financial Services, Medicaid/CHIP Operations Oversight, Policy Development, Managed Care Operations, and other departments involved in ongoing projects.

Conducts research to support HHS data and policy formulation.

Produces a variety of reports and deliverables that include analyses of HHS data and other pertinent information for HHS administration and policy analysts, enhancing their understanding of HHS agencies' programs and challenges.

Establishes and implements procedures aimed at improving the quality of HHS data; evaluates the validity of statistical methods and/or procedures for suitable application; applies sophisticated statistical techniques to HHS-related data.

Develops advanced scripts and code for statistical applications. Operates with minimal supervision, exercising significant initiative and independent judgment.

Key Responsibilities:
(40%) The SRA supports ongoing initiatives and conducts studies utilizing available information to aid HHS policy development. Collaborates with various teams within DAP to initiate, plan, coordinate, and engage in research and special projects. Queries and/or manipulates data related to relevant HHS topics and employs standard statistical methods for data analysis using statistical software and HHS data. Designs and composes reports that may include professional-quality graphics, tables, and charts using presentation graphics software. Analyses support agency-wide policy initiatives and proposals. Responsibilities include teamwork on research and special projects.
(40%) Conducts analyses to identify and investigate issues concerning data quality using extensive and complex databases, including, but not limited to, Medicaid, Health Texas Women, Family Planning Program, and associated HHS data sources. Prepares reports outlining recommendations for enhancing the quality of HHS data. Promotes awareness of data quality. The role necessitates interaction with office and department personnel as well as staff from other agencies and organizations. Utilizes computer programming, data processing, statistical software, the Internet, and graphics applications to accomplish these tasks.
(15%) Identifies data from existing sources and compiles results for dissemination. Provides insights on data availability, analytical methodologies, and statistical software.
(5%) Occasional statewide travel may be necessary.

Required Knowledge, Skills, and Abilities:
Familiarity with scientific research methodologies, statistical techniques, mathematics, and their application to research analysis.
Understanding of HHS data (e.g., Family Planning Program, Healthy Texas Women, Medicaid)
Knowledge of patient-level health and demographic data (e.g., Medicaid administrative and clinical data, Medicaid and/or CHIP eligibility data).
Acquaintance with medical records systems or clinical coding practices.
Proficiency in computer programming principles, spreadsheet macros, and database design.
Expertise in using SAS, SPSS, or other statistical software.
Preference for proficiency in SAS.
Competence in using SQL or other database management software.
Skill in using EXCEL or other spreadsheet software.
Ability to present data graphically and in tabular form.
Strong verbal and written communication skills.
Capability to manage, manipulate, and analyze complex databases.
Ability to plan, organize, and execute research projects.
Capacity to work collaboratively and communicate effectively.
