Job Description:

Research Specialist III:

The Research Specialist III undertakes intricate research activities, encompassing data collection and analysis under the guidance of the Texas Department of Aging & Disability Services.

This role involves the creation and upkeep of research databases, documenting data frameworks and definitions, and developing monitoring and auditing tools using advanced Microsoft Excel functionalities. Additionally, the specialist is responsible for entering data into established systems and organizing information to generate reports relevant to the agency's programs and operations.

The Research Specialist III engages in both routine data entry and analysis, as well as ad hoc reporting or analytical tasks as requested by management.

This position operates under moderate supervision, allowing for some initiative and independent judgment.

This role requires in-person attendance at the designated office location.


Key Responsibilities:

Develops and maintains comprehensive research datasets, documents data structures and definitions, and creates auditing and monitoring tools utilizing advanced Excel functions to support data collection for program staff's oversight and compliance with agency standards.

This includes crafting reporting functions in Excel based on complex datasets and integrating multiple data sources.

Provides routine troubleshooting assistance for users of existing monitoring tools.

Completes annual fiscal year transitions of auditing tools to update year-end data for the new fiscal cycle.

Utilizes historical data and trend analysis to formulate caseload projections, aiding executive management in assessing staffing and resource needs and formulating budget requests.

Continuously monitors progress towards established projections and provides updates to management as necessary.

Ensures accurate and timely data entry into existing systems to support program staff's monitoring and auditing efforts.

Gathers and analyzes data from various agency systems to produce ad hoc reports on topics designated by executive management.

During legislative sessions, compiles information on proposed bills for tracking purposes by management.

Coordinates, plans, and oversees research initiatives, including data collection, compilation, analysis, and querying.

Collaborates with users, subject matter experts, and management to define issues, understand agency programs, and gather necessary information for reporting.

Conducts both long-term and short-term studies.

Plans and executes research on agency programs, including current and historical policies and regulations, as well as comparable programs in other jurisdictions.

This role necessitates the ability to conduct ad hoc analyses and prepare reports within tight deadlines.

Seeks opportunities for process automation to enhance operational efficiency.

Required Skills and Abilities:
Proficient in drafting written reports that effectively communicate findings to diverse audiences.

Expertise in data gathering and analysis to support executive decision-making.

Familiarity with query execution, report generation, and presenting analytical findings.

Knowledgeable in statistical concepts and methodologies applicable to research analysis, measurement, testing, evaluation, and research principles.

Advanced proficiency in Microsoft Excel, including the ability to compile multiple datasets, perform trend analysis, create models and reports, apply conditional formatting, and develop forms.

Skilled in conducting both qualitative and quantitative research, proficient in computer usage and relevant software, and adept in statistical tools and programs.


Ability to work autonomously and manage multiple research projects concurrently.

Capacity to gather, assemble, correlate, interpret, and analyze extensive datasets.

Competence in planning, organizing, and coordinating research projects; evaluating research data; ensuring the development of reliable and valid measurement instruments; interpreting and disseminating research findings; and communicating effectively.


Attention to detail and self-editing skills to produce high-quality data and reports.

Strong critical thinking and problem-solving abilities.
