Job Overview:

This part-time role operates under the guidance of the Manager of the Health Program Outcomes and Epidemiology (HPOE) Team, focusing on the Maternal Opioid Misuse (MOM) Model project, which involves conducting advanced health services research.

The Research Specialist V is responsible for updating, validating, and maintaining critical linked datasets pertaining to maternal and infant health.

This position entails the development and execution of research methodologies and analytical processes for key Medicaid program outcome measures associated with the MOM model, employing sophisticated statistical techniques.

Responsibilities include planning, initiating, and coordinating various components of comprehensive research projects related to the MOM model.

The Research Specialist V effectively communicates research findings to senior management, relevant agencies, and stakeholders, addressing special requests, sourcing data from existing repositories, compiling results for dissemination, providing technical support to data users, and conducting thorough literature reviews on current research methodologies.

This role requires minimal supervision, allowing for significant independence and initiative in decision-making.

Key Responsibilities:
(60%) Maintain and analyze linked maternal-infant datasets utilizing advanced statistical methods. Leverage Medicaid claims, enrollment, and other health data sources. Produce statistical outputs using specialized software. Develop scripts for data extraction from relational databases. Collaborate with various agency personnel.
(15%) Supervise quarterly reports for the MOM Model project. Present research findings to stakeholders in diverse formats (reports, articles, presentations). Generate professional-quality reports featuring graphics and charts.
(15%) Manage data sharing processes with MOM model sub-awardees. Conduct regular data pulls from Medicaid claims for enrolled women. Process incoming data from sub-awardees and prepare it for use in reports. Address special requests and compile results.
(5%) Investigate contemporary methods in outcomes research and health-related topics for application to research databases.
(5%) Adhere to regular attendance as per agency policy.

Required Knowledge, Skills, and Abilities:
Proficiency in scientific research methodologies, statistical techniques, mathematics, and geographical concepts as they apply to research analysis.
Familiarity with outcomes research techniques and survey methodologies.
Understanding of patient-level health services data (e.g., Medicaid data, medical records systems, or clinical coding practices).
General knowledge of public health and demographic data (e.g., hospital discharge data, vital statistics).
Competence in computer programming principles, spreadsheet macros, and database design.
Skill in utilizing SAS, SPSS, or other statistical software.
Proficiency in using ACCESS, SQL, or other database management tools.
Expertise in using EXCEL or other spreadsheet applications.
Ability to present data graphically and in tabular formats.
