Position Overview:

Sea Mar Community Health Centers is seeking a dedicated Human Resources Manager to lead our HR Department. As a prominent non-profit organization focused on health and human services in Western Washington, we employ over 2500 individuals committed to our mission.

The Human Resources Manager plays a crucial role in overseeing the daily operations of our five-member HR team, ensuring that all personnel functions and activities are effectively coordinated. This leadership position is essential for maintaining the efficiency and compliance of the HR Department with all regulatory standards.

Key Responsibilities:

  • Supervise HR team members, including HR Generalist, HR Assistant, and HR Clerk.
  • Manage daily HR operations and ongoing projects, ensuring timely and accurate task completion.
  • Implement process improvements to enhance team effectiveness.
  • Develop and maintain departmental goals, objectives, and procedures.
  • Ensure compliance with Union contract requirements and personnel policies, effectively communicating these to staff.
  • Facilitate communication of organizational policies and procedures to employees and supervisors.
  • Collaborate with department heads to address personnel issues.
  • Maintain accurate personnel files and records in accordance with regulatory standards.
  • Act as the administrator for the HR Information System (HRIS), ensuring data accuracy and training staff on protocols.
  • Organize and present new employee orientation sessions.
  • Ensure HR compliance with all relevant regulations, including Washington State labor laws and accreditation standards.
  • Participate in quality improvement initiatives and conduct audits.
  • Monitor and manage the employee grievance process.
  • Engage in health and safety committee activities, tracking program implementation.
  • Coordinate the annual United Way giving campaign.
  • Represent the organization at relevant community HR events.
  • Review and recommend policies affecting HR operations.
  • Attend key organizational events as required.

Qualifications:

To be successful in this role, candidates must demonstrate the ability to perform essential duties effectively. The following qualifications are necessary:

  • Strong character with good judgment and the ability to maintain confidentiality.
  • Excellent organizational skills and professionalism in all interactions.
  • Proficiency in using a personal computer for HR functions.
  • Ability to read and interpret regulatory documents and manuals.
  • Competence in writing reports, correspondence, and policies.
  • Effective public speaking skills.
  • Bilingual in English and Spanish is preferred.
  • Basic mathematical skills for data analysis.
  • Problem-solving abilities.
  • Experience with data interpretation from various reports.
  • Intermediate to advanced computer skills, particularly in Microsoft Office and database management.

Education and Experience:

  • Bachelor's degree in business, health administration, social work, or a related field, along with two years of HR experience or five years of HR experience.
  • At least one year of supervisory experience is required.
  • CPR certification is highly preferred.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
  • Valid State Driver's License is necessary.
  • The HR Manager may need to use their personal vehicle for job-related travel and must have appropriate insurance coverage.
