The Human Resources Manager plays a crucial role in overseeing the daily operations of our five-member HR team, ensuring that all personnel functions and activities are effectively coordinated. This leadership position is essential for maintaining compliance with regulatory standards while optimizing departmental efficiency.

Key Responsibilities:

  • Manage and supervise HR team members, including HR Generalist, HR Assistant, and HR Clerk.
  • Oversee daily HR operations and ongoing projects, ensuring timely and precise task completion.
  • Evaluate staff performance and implement process enhancements as necessary.
  • Develop and maintain departmental goals, objectives, and operational processes.
  • Ensure compliance with Union contract stipulations and personnel policies, effectively communicating these to staff and supervisors.
  • Disseminate organizational personnel policies and procedures to employees and management.
  • Collaborate with department supervisors to address and resolve personnel matters.
  • Maintain accurate personnel files and records in accordance with regulatory requirements.
  • Act as the administrator for the HR Information System (HRIS), ensuring accurate data entry and training HR staff on protocols.
  • Organize and facilitate new employee orientation sessions.
  • Ensure HR compliance with all relevant regulations, including state labor laws and accreditation standards.
  • Participate in quality improvement initiatives, conducting audits and reporting findings.
  • Monitor and manage the employee grievance process.
  • Engage in health and safety committee activities, tracking the implementation of safety programs.
  • Coordinate the annual United Way giving campaign.
  • Represent the organization at relevant community HR events.
  • Review and recommend policies impacting the HR department and personnel.
  • Attend key organizational events as a representative of the HR department.

Qualifications:

To excel in this role, candidates must demonstrate the ability to fulfill essential duties effectively. The following qualifications are essential:

  • Strong character, sound judgment, and the ability to maintain confidentiality.
  • Excellent organizational skills and professionalism in all interactions.
  • Proficiency in using a personal computer for essential functions.
  • Ability to interpret regulatory documents and procedural manuals.
  • Competence in writing reports, correspondence, and policy documents.
  • Effective public speaking skills for presentations.
  • Bilingual proficiency in English and Spanish is preferred.
  • Basic mathematical skills for data analysis.
  • Problem-solving capabilities.
  • Ability to extract and interpret data from various reports.
  • Intermediate to advanced computer skills, particularly in Microsoft Office and database management.

Education and Experience:

  • Bachelor's degree in business, health administration, social work, or a related field, along with two years of HR experience or five years of HR experience.
  • At least one year of supervisory experience is required.
  • CPR certification is highly preferred.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
  • Valid State Driver's License is necessary.
  • The HR Manager may need to use their personal vehicle for work-related travel and must maintain automobile liability insurance.
