Job Title: Proposal Manager/ Writer

Job Summary:

OCT Consulting, LLC is seeking a skilled Proposal Manager/ Writer to support proposal development and submission activities in response to requests from Federal Government clients. As a key member of our Business Development Growth Group, you will work collaboratively with business development colleagues, senior leadership, client project managers, and subject matter experts to win new business.

Key Responsibilities:

  • Proposal Coordination and Management: Support proposal coordination and management, development, and revision of major proposals.
  • Proposal Development: Apply knowledge and expertise of the proposal development process, participate as part of a proposal team or lead proposal efforts in the cradle-to-grave development of a proposal.
  • Teaming Strategies: Apply working knowledge of teaming strategies with large and small businesses.
  • Opportunity Review: Conduct daily review of opportunities to support pipeline development using various sources such as GWACs and IDIQs in the form of Sources Sought, Market Research, RFIs, RFQs, and RFPs.
  • Solicitation Analysis: Perform detailed analyses of solicitation documents (e.g., RFP, RFQ, SOW), and work with the team to build the outline for the proposal response, compliance matrix, and communicate the results.
  • Proposal Scoping: Ensure proposals are properly scoped, evaluate assumptions, identify risks, and ensure responses meet requirements.
  • Collaboration: Work collaboratively with a wide range of personnel, including technical and business subject matter experts, authors, capture managers, and client program managers, to facilitate efficient and effective proposal development.
  • Proposal Content Creation: Create compliant and compelling original proposal content for technical responses to highly complex, large, and/or high-profile solicitations.
  • Writing and Editing: Ability to independently write sections on Technical, Management, Staffing, and Past Performance to support the development of high-quality proposal responses.
  • Proposal Revisions: Manage multiple revisions, edit and re-edit proposal sections as needed, and ensure that proposals maintain a consistent tone or voice.
  • Compliance Review: Assist the Growth Team in reviewing proposal artifacts for compliance and responsiveness against solicitation requirements.
  • Proposal Formatting: Support professional formatting of proposals and ability to design and develop high-impact graphic representations.

Requirements:

Qualifications:

  • Education and Experience: Bachelor's Degree and 4-6 years or more of experience developing and writing responses to Government Requests for Proposals.
  • Client-Ready Materials: Ability to deliver client-ready materials under strict deadlines.
  • Big 4 Consulting Experience: Experience working in a Big 4 consulting firm in the Public Sector (Federal Government) with experience in proposal development is highly desirable.
  • Critical Thinking and Analysis: Skilled at critical thinking, analysis of requirements and problem-solving.
  • Interpersonal and Communication Skills: Excellent interpersonal/communication (written and oral) skills and organizational skills.
  • Adaptability: Ability to quickly grasp concepts, execute strong writing and work in a fast-paced and deadline-driven environment.
  • Task Management: Demonstrated experience/ability to work efficiently and effectively with multiple deadlines and changing priorities.
  • Multi-Tasking: Ability to successfully execute multiple tasks simultaneously.
  • Proposal Development Methodologies: Training in Shipley proposal development process or other structured proposal development methodologies is preferred.
  • Computer Skills: Excellent computer skills, including high-level proficiency with Microsoft Office, particularly Excel, Outlook, and Word, Google Docs, and Adobe Professional.
