Job Summary

This position is responsible for the acquisition and management of spatial information required to support the management of public lands. The incumbent must have a thorough and effective mix of technical skills in geographic and geospatial computer application disciplines as well as a working appreciation of the Bureau mission and operational procedures sufficient to support business operations and natural resources management in the BLM.

Key Responsibilities
  • Serve as a full performance level Geographic Information Systems (GIS) Specialist in a Bureau of Land Management (BLM) office.
  • Apply a full range of geospatial analytical techniques to identify, interpret, and resolve moderately complex GIS issues and complete a variety of well-precedented projects and assignments.
  • Develop and design support data bases and processes for Resource Area specialists.
  • Provide data, information, graphical products and analysis to resource area planning and project teams.
  • Prepare reports, respond to data queries by the use of maps, tables, and other appropriate GIS tools.
Requirements
  • U.S. Citizenship required.
  • May be required to complete background investigation.
  • Meet Selective Service Registration Act requirement for males.
  • Must provide resume and supporting documents prior to the closing date of this announcement.
  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Status applicants must meet time-in-grade requirements.
  • You may be required to occasionally travel overnight away from home. You must be eligible to obtain a government charge card for travel purposes.
Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following:

  • Digitizing geographic information by translating raw land-based data into code.
  • Compiling geographic data from a variety of sources.
  • Scheduling geospatial hardware and software processing needs and implementing required upgrades.
  • Providing input into contract specifications and scopes of work.

OR

B. Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate possession of the knowledge, skills, and abilities to perform the work of this position.

OR

C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify.
