Position Overview

Key Responsibilities
The selected candidate will perform a range of management assessments and evaluations of district operations, programs, and workload distributions. The role involves providing strategic advice to the District Management Team regarding administrative, operational, and program management enhancements aimed at boosting quality, efficiency, and overall effectiveness. The incumbent will also guide district leadership in all facets of budget planning, formulation, and execution. This position oversees multiple district teams, including the Workforce Planning Team, and acts as the technical authority in the deployment and management of automated financial management systems and budget planning tools utilized by the Bureau of Land Management (BLM). The incumbent will offer training, oversight, and support during the implementation process. Furthermore, the role ensures the integrity of fiscal and programmatic operations, facilitating timely program achievements. The nature of the work is complex and varied, and the incumbent may serve as Acting Deputy District Manager as needed.
This position requires a comprehensive understanding of various business programs and services essential to the district, enabling the incumbent to provide technical guidance and supervision to staff across these areas. The role includes managing and supervising a diverse team that may encompass Records Management, Procurement, Budget and Finance, Property, Fleet, and Supply Chain Management.

Qualifications
To qualify, candidates must meet the experience and/or educational criteria outlined below. Resumes must clearly reflect relevant experience. If qualifying through education, unofficial transcripts must accompany the application.
Minimum Qualifications: Candidates must demonstrate the required specialized experience and/or education for the grade level applied for.
A. Specialized Experience: Applicants must possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (gained in either the private or public sector) performing three or more of the following tasks: (1) leading administrative service operations in workforce planning, budget management, or support services; (2) conducting program function analyses to facilitate program improvement; (3) supervising and directing subordinate staff; (4) advising management on administrative, budgetary, and resource program functions.
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade criteria for the GS-12 level.
(Submission of an SF-50 demonstrating Time-in-Grade eligibility is required).

You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Experience listed as "varies" will not receive credit.
