Overview

Key Responsibilities

The selected candidate will engage in a range of management assessments and evaluations of district operations, programs, and organizational workloads. The role involves providing strategic advice to the District Management Team on administrative, operational, and program management modifications aimed at enhancing quality, productivity, and overall effectiveness. Additionally, the incumbent will guide district leadership in all facets of budget planning, development, and execution.

The role includes oversight of multiple district teams, such as the Workforce Planning Team, and serves as the technical authority in the deployment and operation of automated financial management systems and budget planning tools utilized by the agency. This includes offering training, guidance, and monitoring to ensure fiscal and programmatic integrity, facilitating timely program achievements. The position entails complex and diverse responsibilities and may require serving as Acting Deputy District Manager on occasion.

The incumbent must possess a comprehensive understanding of various business programs and services critical to the district, enabling them to provide technical direction and supervision to staff across these programs. Responsibilities also include managing and supervising a diverse team that may encompass Records Management, Procurement, Budget and Finance, Property, Fleet, and warehouse/supplies operations.

Qualifications

To qualify, candidates must meet the experience and/or education criteria outlined below. Your resume must clearly articulate your relevant experience. If qualifying through education, an unofficial transcript must accompany your application.

Minimum Qualifications: Candidates must demonstrate the required specialized experience and/or education for the grade level they are applying for.

A. Specialized Experience: Applicants must possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service, which may be obtained in either the private or public sector. This experience should include three or more of the following:

  • Leading business operations in administrative services related to workforce planning, budget and finance, or support services.
  • Conducting analyses of program functions to facilitate program improvement initiatives.
  • Supervising and directing the activities of subordinate staff members.
  • Acting as an advisor to management regarding administrative, budgetary, and resource program functions.

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

Volunteer Experience: Relevant experience includes both paid and unpaid work, including volunteer roles through National Service programs and other organizations. All qualifying experience, including volunteer work, will be credited.
