Role Overview:

The Senior Procurement Advisor will play a pivotal role in supporting a federal client by coordinating federal contracting processes and creating essential acquisition documentation related to professional services, software, hardware, and various IT peripherals. While prior experience in federal contracting is advantageous, it is not mandatory.

Working closely with the project manager (Engagement Lead and Acquisitions Subject Matter Expert), the Senior Procurement Advisor will assist in executing project delivery, formulating acquisition strategies, and drafting diverse documents pertinent to acquisition planning and procurement. This role involves identifying strategic opportunities to enhance customer service within the client's bureau and the broader enterprise. Responsibilities may include drafting acquisition-related documents for the client's customers, creating communication materials, managing stakeholder outreach, and conducting qualitative and quantitative research to develop insightful whitepapers and presentations.

The Senior Procurement Advisor will significantly contribute to project management efforts and be a key member of a four-person subcontracting team. Key responsibilities include coordinating and drafting acquisition documents such as Requests for Information (RFIs), Acquisition Plans (APs), Brand Name Justifications (J&As), Requests for Quotes (RFQs), Statements of Work (SOWs), and Independent Government Cost Estimates (IGCEs). This role requires outreach to customer offices to gather use case information and requirements concerning specific IT product utilization, including understanding each customer's office missions and objectives. The Senior Procurement Advisor will facilitate data collection, create customer use case summaries, and draft sections of acquisition documents that contribute to the overall development of acquisition packages.

In addition to facilitating meetings with customers, the Senior Procurement Advisor may also engage with original equipment manufacturers (OEMs) and their resellers, as well as other federal contractor teams. Attendance and note-taking during meetings are essential to document pricing discussions, potential contract terms, and other critical topics that may influence an acquisition.

Qualifications:

  • An ACTIVE and CURRENT SECRET federal security clearance.
  • Bachelor's Degree; OR FOUR (4) years of relevant experience in Acquisitions, Contracting, Procurement, or Qualitative and Quantitative Research may substitute for a bachelor's degree.
  • THREE (3) years of relevant experience in Acquisitions, Contracting, Procurement, or Qualitative and Quantitative Research.

Preferred Qualifications:

  • At least three (3) years of experience supporting a multi-disciplinary team, with a focus on coordinating team efforts.
  • Experience in developing FAR-compliant acquisition packages for government programs.
  • Project/program management experience with a proven ability to collaborate within a diverse team.
  • Proficiency in using the Microsoft O365 platform and various web-based applications.
  • Familiarity with the State Department organization or prior experience with State Department projects.
  • Understanding of public budgeting and experience in supporting Federal Government budgeting activities.
  • Knowledge of IT products, including virtualized machines, cloud/on-premise environments, and IT hardware.
  • Familiarity with key documents that constitute federal acquisition packages.
  • Strong oral and written communication skills.
  • Exceptional attention to detail, thoroughness, and a customer service orientation.
  • Demonstrated analytical and problem-solving capabilities.
  • Experience managing multiple assignments with strict deadlines and coordinating efforts among various stakeholders.
  • Self-motivated with the ability to work both independently and as part of a team.

Compensation:

The annual salary range for this position is $94,900.00-$142,000. Compensation decisions are influenced by various factors, including skill sets, experience, training, security clearances, licensure, certifications, and organizational needs.
