Job Overview

Design To Delivery Inc is seeking experienced Contract Specialists to deliver acquisition support services for federal clients. This role is contingent upon award and requires individuals to act as technical resources and advisors in the procurement of essential goods and services for client operations.

Key Responsibilities:

  • Utilize expertise in administrative support functions within a federal acquisition framework to assist program officials with procurement and administrative issues.
  • Oversee contract administration for selected agreements, ensuring effective monitoring of contractor performance, approval of payments, and verification of deliveries.
  • Assist clients in crafting statements of work and procurement strategies, while developing evaluation plans and pricing methodologies.
  • Conduct analysis of business needs to determine the most suitable contracting vehicles.
  • Prepare solicitations and contract documentation in compliance with applicable laws and regulations.
  • Implement modifications to contracts and perform analysis of alternatives based on contractor capabilities.
  • Apply price and cost analysis techniques to support the development of solicitation documents and evaluate cost data.
  • Facilitate the development of budgets for upcoming procurements and assess cost-related areas of solicitations.
  • Support the contract closeout process, ensuring all payments and performance obligations are fulfilled.
  • Act as a liaison for program officials regarding procurement matters, providing authoritative recommendations to enhance procurement operations.
  • Coordinate contract administration for extensive technical service contracts, monitoring contractor performance and compliance.
  • Negotiate complex contract modifications, requiring in-depth analysis and resolution of conflicting data.
  • Lead negotiations and serve as the primary negotiator for cost and price discussions.
  • Manage procurement programs and initiatives, providing guidance to less experienced team members.
  • Engage with internal and external parties to address inquiries and protect government interests.
  • Award and administer grants and cooperative agreements, ensuring compliance with eligibility criteria.
  • Conduct post-award reviews to identify and resolve management and financial issues.

Qualifications:

  • Bachelor's degree in a relevant field with 24 semester hours in accounting, business, finance, law, or related disciplines.
  • Minimum of eight years of direct experience in federal contracting, including specialized experience equivalent to the GS-14 grade level.
  • Preferred certifications include FAC-C(Professional) or DAWIA in Contracting.
  • Proficient knowledge of the Federal Acquisition Regulation (FAR).
  • Exceptional communication skills, both verbal and written.
  • Ability to work independently and collaboratively with minimal supervision.
  • U.S. Citizenship is required, along with the ability to pass a security screening.

Required Skills and Abilities:

  • In-depth knowledge of contracting principles, laws, and regulations applicable to federal contracts.
  • Expertise in contract administration policies and procedures.
  • Strong analytical skills to address complex acquisition issues and propose effective solutions.
  • Ability to balance competing priorities and manage time effectively.
