Essential Work Experience:

  • The ideal candidate for the Procurement Directorate Lead role should possess a minimum of seven years of relevant procurement experience.

Preferred Work Experience:

  • Experience working with DHS/CBP is advantageous.

Key Responsibilities:

  • The contractor is expected to appoint a Procurement Directorate Lead who exhibits strong leadership capabilities in organizing, planning, directing, and managing contractor personnel.
  • The Procurement Directorate Lead will collaborate with the CSS Program Manager to provide essential team leadership, strategic guidance, and program management vision, consulting with senior leadership as necessary to support daily operations.
  • This role will involve assisting the CSS Program Manager in supplying qualified and experienced personnel. The Office of Acquisition Head of Contracting Activity Procurement Directorate is responsible for supporting CBP acquisition programs in the development, evaluation, and oversight of contracts awarded to industry partners to enhance technical capabilities for national border security missions across land, air, and maritime domains.
  • The contractor will offer consulting support for contract management strategy development and execution to facilitate the award of innovative combined CBP systems operational deployment and/or maintenance support services contracts.
  • Responsibilities include assisting the Government project manager with market research concerning the potential for combined systems supply chain optimization and the creation of new program concepts for system deployment or maintenance.
  • Support the Government in fulfilling Congressional, OIG, and higher headquarters taskings related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Assist in preparing SES and high headquarters level briefs, white papers, and memos that serve as the foundation for recommendations on system program contract structures.
  • Develop and manage project plans, task trackers, and schedules that align with the program's Statement of Work (SOW) and Work Breakdown Structures (WBS).
  • Collaborate with combined system program or project managers and stakeholders to establish and monitor the program's contract development and execution towards key milestones and significant accomplishment criteria.
  • Assist the Government project manager in the creation of RFPs and the evaluation of associated proposals.
  • This includes developing, reviewing, and providing technical inputs on contractual documentation such as Statements of Work/Technical Instructions/Scope of Work revisions and assessing the feasibility and completeness of contracted system developers' responses.
  • Support combined system Government program or project managers in setting project contract structure priorities and evaluation criteria.
  • Act as the technical advisor to the Government project manager regarding the adequacy of the system developer's fulfillment of contractual requirements related to integrating, testing, fielding, and maintaining combined system logistics and in-service engineering support services in operational environments.
  • Provide updates on the status of task order projects, including any modifications, and evaluate the performance of contracted system developers against established Performance Measurement Baseline metrics.
  • Assist the Government project manager in monitoring project costs, schedules, and technical performance.
  • Facilitate coordination and establish agendas and criteria for contract structure, source selection, and contract execution activities, including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews, and other key technical interchange meetings.
