Job Overview

Key Responsibilities

The successful candidates will:

  • Utilize expertise in administrative support functions within a Federal acquisition environment to assist program officials with procurement and administrative matters.
  • Conduct contract administration for selected agreements, overseeing Contractor performance, payment approvals, and delivery verifications.
  • Assist clients in crafting statements of work and procurement strategies, while developing evaluation plans and pricing methodologies.
  • Analyze business requirements to identify suitable contracting vehicles.
  • Prepare solicitations and contract documentation in compliance with applicable laws and regulations.
  • Implement modifications to contracts and conduct thorough analyses of alternatives and Contractor capabilities.
  • Apply price/cost analysis techniques to support the development of solicitation documents and evaluate cost data.
  • Facilitate the contract closeout process, ensuring all payments and performance obligations are fulfilled.
  • Serve as a primary contact for program officials regarding acquisition and administrative matters related to major procurements.
  • Coordinate contract administration for extensive technical service contracts, ensuring compliance with various contract types.
  • Negotiate complex contract modifications based on comprehensive analysis and Contractor data.
  • Lead negotiations and serve as the primary cost/price negotiator, assessing Contractor financial viability.
  • Manage procurement programs and initiatives, providing guidance to team members and addressing complex issues.
  • Conduct post-award reviews to identify management and financial issues.
Qualifications

Applicants must possess:

  • A bachelor's degree in any field with 24 semester hours in relevant subjects such as accounting, business, or law.
  • A minimum of eight years of direct experience in Federal contracting, including specialized experience equivalent to the GS-14 grade level.
  • Desired certifications such as FAC-C(Professional) or DAWIA in Contracting.
  • Proficiency with the Federal Acquisition Regulation (FAR).
  • Exceptional communication skills, both verbal and written.
  • The ability to work independently and collaboratively in a professional environment.
  • U.S. Citizenship and the ability to pass a security screening.
Required Knowledge, Skills, and Abilities

Candidates should demonstrate:

  • In-depth knowledge of contracting principles, laws, and regulations applicable to both pre-award and post-award actions.
  • Expertise in contract administration policies and procedures.
  • Strong negotiation skills to protect the Government's interests.
  • Analytical abilities to address complex acquisition issues and propose effective solutions.
  • Capability to manage competing priorities and work independently.
