Position Summary:

Required Qualifications:

  • Bachelor's Degree in a relevant field.

Essential Experience:

  • A minimum of seven years of relevant procurement experience is required for the Procurement Directorate Lead role.

Preferred Experience:

  • Experience working with the Department of Homeland Security (DHS) and Customs and Border Protection (CBP) is advantageous.

Key Responsibilities:

  • The selected candidate will demonstrate strong leadership capabilities in organizing, planning, directing, and managing contractor personnel.
  • Support the CSS Program Manager by providing essential team leadership, strategic guidance, and program management vision; engage with senior leadership as necessary to facilitate daily operations.
  • Assist in providing qualified personnel and support the Office of Acquisition's Head of Contracting Activity in overseeing CBP acquisition programs, ensuring effective contract formulation, assessment, and execution.
  • Deliver consulting services related to contract management strategy development and execution to facilitate innovative contract awards for CBP systems operational deployment and maintenance.
  • Conduct market research to explore opportunities for combined systems supply chain optimization and new program concept development.
  • Assist with Congressional, OIG, and higher headquarters directives concerning contracting strategies and the execution of combined system contracts.
  • Prepare high-level briefs, white papers, and memos for SES and senior leadership to support recommendations on contract structures.
  • Develop and oversee project plans, task trackers, and schedules that align with the program's Statement of Work (SOW) and Work Breakdown Structures (WBS).
  • Collaborate with program or project managers and stakeholders to monitor contract development and execution, ensuring alignment with milestones and key performance indicators.
  • Support the Government project manager in the creation of Requests for Proposals (RFPs) and the evaluation of proposals.
  • Review and provide technical input on contractual documents, including Statements of Work and Scope of Work revisions, ensuring feasibility and completeness of responses from contracted system developers.
  • Assist in establishing project contract structure priorities and evaluation criteria.
  • Act as a technical advisor to the Government project manager regarding the adequacy of system developers' compliance with contractual obligations related to logistics and engineering support services.
  • Report on the status of task order projects and evaluate the performance of contracted system developers against established metrics.
  • Support the Government project manager in tracking project costs, schedules, and technical performance.
  • Facilitate coordination and agenda-setting for contract structure, source selection, and project meetings, including Integrated Baseline Reviews and Program Management Reviews.
