  • Bachelor's Degree

Essential Experience:

  • The ideal candidate for the Procurement Directorate Lead role should possess at least seven years of relevant procurement experience.

Preferred Experience:

  • Experience working with the Department of Homeland Security (DHS) and Customs and Border Protection (CBP) is advantageous.

Key Responsibilities:

  • Identify and appoint a Procurement Directorate Lead with proven managerial skills in organizing, planning, directing, and overseeing contractor personnel.
  • Support the CSS Program Manager by providing leadership, guidance, and a strategic vision for program management, while consulting with senior leadership as necessary for daily operations.
  • Assist in delivering qualified personnel to the Office of Acquisition's Head of Contracting Activity, ensuring effective support for CBP acquisition programs, including the development, assessment, and oversight of contracts awarded to industry partners.
  • Provide strategic consulting for contract management and execution to facilitate the award of innovative contracts for combined CBP systems operational deployment and maintenance support services.
  • Conduct market research to explore opportunities for supply chain optimization and the development of new program concepts for system deployment or maintenance.
  • Assist the Government with tasks related to contracting strategy and execution, including Congressional and OIG requests.
  • Prepare high-level briefs, white papers, and memos to support recommendations for system program contract structures.
  • Develop and manage project plans, task trackers, and schedules in alignment with the program's Statement of Work (SOW) and Work Breakdown Structures (WBS).
  • Collaborate with program or project managers and stakeholders to monitor contract development and execution, ensuring alignment with milestones and significant achievement criteria.
  • Assist in the development of Requests for Proposals (RFPs) and evaluate associated proposals.
  • Review and provide technical inputs on contractual documentation, including Statements of Work and Scope of Work revisions, ensuring feasibility and completeness of responses from contracted system developers.
  • Support project managers in establishing contract structure priorities and evaluation criteria.
  • Act as a technical advisor to the Government project manager regarding the execution of contractual requirements related to system integration, testing, fielding, and maintenance.
  • Report on the status of task order projects and evaluate contractor performance against established metrics.
  • Assist in tracking project costs, schedules, and technical performance.
  • Facilitate the coordination of agendas and criteria for contract structure, source selection, and project meetings, including Integrated Baseline Reviews and Program Management Reviews.
