Position Overview:

The Senior Procurement Project Lead will play a crucial role in supporting a federal client by managing the coordination of federal contracting processes and the creation of acquisition documentation related to various professional services, software, hardware, and IT peripheral equipment. While prior experience in federal contracting is advantageous, it is not mandatory.

This position involves close collaboration with the project manager (Engagement Lead and Acquisitions Subject Matter Expert) to ensure effective project delivery, formulate acquisition strategies, and produce essential documents for acquisition planning and procurement. The Senior Procurement Project Lead will also identify strategic opportunities to enhance customer service within the client's bureau and the broader organization. Responsibilities may include drafting acquisition-related documents, preparing communication materials, managing stakeholder outreach, and conducting research on historical documents available on client/customer SharePoint sites and public databases.

The Senior Procurement Project Lead is a key member of a four-person subcontracting team, responsible for coordinating and developing acquisition documents such as Requests for Information (RFIs), Acquisition Plans (APs), Brand Name Justifications (J&As), Requests for Quotes (RFQs), Statements of Work (SOWs), and Independent Government Cost Estimates (IGCEs). This role includes outreach to customer offices to gather information and requirements regarding specific IT product usage, facilitating data collection, and drafting customer use case write-ups as part of the overall acquisition package development.

In addition to facilitating meetings with clients, the Senior Procurement Project Lead may engage with original equipment manufacturers (OEMs) and their resellers, as well as other federal contractor teams. This role requires attending meetings, documenting discussions related to pricing, contract terms, and other critical topics that inform acquisition decisions.

Qualifications:

  • An ACTIVE and CURRENT SECRET federal security clearance.
  • Bachelor's Degree; OR FOUR (4) years of relevant experience in Acquisitions, Contracting, Procurement, or Qualitative and Quantitative Research may substitute for a bachelor's degree.
  • THREE (3) years of relevant experience in Acquisitions, Contracting, Procurement, or Qualitative and Quantitative Research.


Preferred Qualifications:

  • At least three (3) years of experience supporting a multi-disciplinary team, with a focus on coordination.
  • Experience in developing FAR-compliant acquisition packages for government programs.
  • Project/program management experience with a proven ability to collaborate within a diverse team.
  • Proficiency in using the Microsoft O365 platform and various web-based applications.
  • Familiarity with the State Department organization or prior experience with State Department projects.
  • Understanding of public budgeting and experience supporting Federal Government budgeting activities.
  • Knowledge of IT products, including virtualized machines, cloud environments, and IT hardware.
  • Familiarity with key documents involved in federal acquisition packages.
  • Strong oral and written communication skills.
  • Exceptional attention to detail and a commitment to quality and customer service.
  • Demonstrated analytical and problem-solving abilities.
  • Experience managing multiple assignments with strict deadlines and coordinating efforts among various stakeholders.
  • Self-motivated with the ability to work both independently and as part of a team.

Compensation:

The annual salary range for this position is $94,900.00-$142,000. Compensation decisions are influenced by various factors, including skill sets, experience, training, security clearances, licensure, certifications, and organizational needs.
