Position SummaryThe successful candidate will provide vital support services to the Office of Acquisition within the Maritime Administration (MARAD). This role involves a variety of tasks related to the procurement of goods and services, ranging from straightforward acquisitions to intricate multi-million-dollar negotiated contracts, in compliance with FAR regulations.
Key Responsibilities- Deliver expert-level guidance on contracting and procurement processes.
- Provide authoritative recommendations on complex issues that require innovative solutions.
- Facilitate the full spectrum of contract administration actions, including modifications and contractor performance evaluations.
- Engage in the procurement of complex contract requirements, often involving critical program efforts.
- Assemble and draft comprehensive solicitation and contract packages for peer review.
- Review procurement requisition packages, analyze requirements, and recommend necessary revisions.
- Conduct market research and prepare reports on industry trends and small business designations.
- Assist in preparing solicitation documents and perform cost or price analyses.
- Plan and administer complex procurements with specialized requirements.
- Oversee contract administration, including termination actions and final delivery processes.
- Prepare initial agency positions on protests from unsuccessful bidders.
- Conduct post-award conferences and resolve performance deficiencies.
- Evaluate proposed contract modifications and negotiate settlements.
- Assist in audits of major acquisitions and recommend corrective actions.
- Develop and recommend procurement processes and policies across the agency.
- Bachelor's degree in business administration or a related field; Master's degree preferred.
- Over 10 years of experience in Federal procurement regulations and contracting law.
- Proficiency in promoting e-commerce and utilizing automated acquisition systems.
- Completion of FAC-C Level III training.
- Certification as a Federal Contracts Manager through NCMA is preferred.
- Strong skills in MS Office applications and relevant procurement systems.
- Excellent verbal and written communication abilities.
- Capability to manage multiple competing priorities effectively.
