NATURE OF WORK :


This professional role is dedicated to the evaluation, processing, and supervision of permits issued by the Public Works Agency, with a particular focus on Right-Of-Way (ROW) permits.

Responsibilities include assessing permit applications, conducting site inspections, addressing complaints, and resolving issues.

Additionally, this position may involve various engineering tasks, including traffic engineering and related technical assignments such as design, cost estimation, and overseeing construction for a diverse range of municipal projects.


ESSENTIAL FUNCTIONS (Specific duties may include some or all of the following): Review public works permit applications to ensure compliance with established standards; communicate with applicants regarding concerns and deficiencies; approve permit applications for various private projects.

Analyze and interpret submitted civil plans and specifications to support permit applications.
Monitor the progress of permits under review, striving to process all submissions promptly.

Collaborate with utility companies on large-scale projects that span multiple locations and require extended timelines; act as the primary contact for the City regarding these initiatives; oversee compliance with City standards and address community concerns related to construction.

Coordinate permit review and monitoring with other City departments, including Distribution, Sewer, Streets, Sanitation, Forestry, and Community Development.

Ensure ROW permits are aligned with associated building permits.

Investigate complaints from citizens, contractors, and the public; respond to and resolve issues in accordance with City standards.

Conduct field inspections of active permits, both scheduled and unscheduled, to enforce City standards for work, site safety, and public right-of-way obstructions.

Maintain necessary contact information and be prepared to respond to emergencies involving permitted work sites.

Evaluate whether traffic control measures provided by contractors meet minimum safety standards for the specific location and duration of the ROW obstruction.

Familiarity with managing and processing various public works permits, including dumpster, moving van, block party, and tree preservation permits, is essential.

Calculate permit fees based on City regulations and policies.
Establish bonding amounts in accordance with Public Works Agency guidelines; manage and track bonds.
Utilize permit tracking and processing software to review plans and manage permits.
Assist in developing online permit application forms and recommend improvements to the application process.

May assist in the planning, design, and oversight of municipal transportation and utility infrastructure, including roads, alleys, fiber optics, and water and sewer systems.

Conduct technical research and employ computer tools to devise solutions to engineering challenges.
Propose and recommend engineering solutions for problem areas and may assist in implementing corrective measures.
May participate in community and neighborhood meetings, including evenings and weekends, to address concerns, present plans, and resolve issues.
Travel to job sites throughout the City.
Utilize Personal Protective Equipment as necessary for the task and environment.
Perform other duties as assigned.

MINIMUM REQUIREMENTS OF WORK :
Bachelor's degree in Civil Engineering or a related engineering field; P.E. preferred.

Three to five years of professional civil engineering experience, ideally in a municipal or county setting, or any combination of training and experience that provides the necessary knowledge, abilities, and skills:
Maintain a valid driver's license and a safe driving record.
Working knowledge of civil engineering principles and practices.
Ability to read and interpret engineering drawings and specifications.
Understanding of various phases of municipal engineering, including MUTCD and Highway Capacity manual.

Proficiency in various computer software, including AUTOCAD, Adobe Acrobat, and Microsoft Office.

Knowledge of construction techniques, methods, and materials.

Ability to coordinate and direct other staff, including professional, technical, and support personnel; establish and maintain effective working relationships with staff, citizens, contractors, city officials, and the public.

Ability to apply logical or scientific reasoning to define problems, gather data, establish facts, and draw conclusions.

Ability to interpret complex technical materials in mathematical and diagrammatic forms; manage multiple abstract and concrete variables simultaneously.

Ability to perform mathematical calculations necessary for civil engineering tasks.

Ability to read scientific and technical literature, financial reports, blueprints, specifications, contracts, proposals, legal documents, and City codes.

Ability to prepare business correspondence, summaries, and reports in a clear and professional manner.

Ability to communicate effectively and persuasively, using appropriate language and presence for the audience.


PHYSICAL REQUIREMENTS OF WORK :

Light work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Type of physical demands:

Stooping, kneeling, crouching, feeling, fingering, reaching, handling, talking, hearing, seeing, far vision, near vision, depth perception, field of vision, accommodation, and color vision.


ENVIRONMENTAL CONDITIONS:
Work involves both indoor and outdoor environmental conditions. No specific environmental hazards are indicated for this classification.

NECESSARY SPECIAL REQUIREMENTS :
Possession of a valid driver's license and a safe driving record.

SUPERVISION :
Work is performed under the general direction of a Senior Project Manager. Assignments may vary daily based on seasonal and work requirements.

Assignments can be verbal or written, with the employee responsible for completing tasks in accordance with City work rules and safety regulations.

Work is subject to review by a supervisor through ongoing observation, written and verbal communications, meetings, and feedback from the supervisor and other department employees.

Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules, and OSHA.

Work is evaluated at least annually for safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance standards.


PUBLIC CONTACT :
The employee interacts regularly with other City employees and Contractors.

Periodic contact with the general public may occur in the field, requiring professional responses to questions and concerns.
