OVERVIEW:

This role involves a professional capacity requiring the execution of diverse civil engineering and project management responsibilities, focusing on a broad spectrum of municipal infrastructure enhancement initiatives, encompassing multimodal transportation, utilities, and recreational facilities.

Key responsibilities include conducting engineering assessments, drafting contract documentation (plans and specifications), estimating costs, performing site inspections, and compiling field reports. Additionally, the role entails reviewing and approving contractor payment requests and managing project completion tasks.

The selected individual will collaborate effectively with both technical and non-technical team members, as well as engage with the public, while exercising significant discretion in technical decision-making. This position reports to a Senior Project Manager.


CORE RESPONSIBILITIES:

- Design and oversee the construction and upkeep of civil site designs, multimodal transport systems, traffic calming measures, parking facilities, water mains, sewer systems, stormwater management, and recreational amenities.

- Create contract drawings using engineering design software.

- Develop technical specifications in accordance with industry standards and local guidelines.

- Prepare cost estimates for capital improvement projects.

- Ensure compliance with requirements from external agencies, such as the Illinois Department of Transportation and the Illinois Environmental Protection Agency.

- Manage permit applications for municipal infrastructure projects.

- Conduct field inspections and document contractor progress and issues.

- Address complaints from citizens and contractors, resolving issues in line with established standards.

- Supervise project closeout, including the production of as-built drawings.

- Prepare Requests for Qualifications and Proposals for consulting firms involved in municipal infrastructure projects.

- Oversee the work of contracted consulting firms.

- Conduct technical research to devise solutions for engineering challenges.

- Complete planning studies to address municipal infrastructure issues.

- Prepare and implement traffic signal timing plans and evaluate traffic and parking impact studies.

- Draft memoranda and reports for both internal and external stakeholders.

- Attend community meetings to address concerns and present plans.

- Prepare applications for grant and loan funding and manage documentation for reporting requirements.

- Review permits and submissions for private development, providing feedback as necessary.


QUALIFICATIONS:

- Bachelor's Degree in Civil Engineering, Environmental Engineering, or a closely related field from an accredited institution.

- Engineer in Training (EIT) certification is required; Professional Engineer (PE) License from the State of Illinois is preferred.

- Minimum of five years of professional civil engineering experience, ideally in a municipal or county setting.

- Valid driver's license and a safe driving record.

- Proficient understanding of civil engineering principles and practices.

- Ability to interpret engineering drawings and specifications.

- Familiarity with municipal engineering phases and relevant guidelines.

- Knowledge of construction techniques and materials.

- Ability to collaborate effectively with various stakeholders.

- Strong analytical and problem-solving skills.

- Proficient in using engineering software and tools.


WORK ENVIRONMENT:

- The role involves both indoor and outdoor work environments, with no indicated environmental hazards.


SUPERVISION:

- Work is conducted under the general guidance of a Senior Project Manager, with responsibilities varying based on project needs.


PUBLIC INTERACTION:

- Regular contact with other City employees and contractors, as well as occasional interaction with the public during fieldwork and meetings.
