OVERVIEW:

This role is a professional opportunity that involves a range of civil engineering and project management responsibilities, focusing on various City infrastructure enhancement initiatives, including transportation systems, utility services, and recreational facilities.

Key responsibilities encompass conducting engineering assessments, drafting contract documents (including plans and specifications), estimating costs, performing site inspections, and compiling field reports. The role also involves reviewing and approving contractor payment requests and overseeing project completion activities.

The selected individual will collaborate with both technical and non-technical colleagues, as well as engage with the public, while exercising significant discretion in technical decision-making. This position reports to a Senior Project Manager.


KEY RESPONSIBILITIES:

- Plan, design, and oversee the construction and maintenance of civil site projects, including transportation systems, traffic management, parking facilities, water supply, sewage systems, stormwater management, and park developments.

- Create contract drawings using engineering design software.
- Develop technical specifications in accordance with relevant standards and guidelines.
- Prepare engineering cost estimates for capital projects.

- Ensure compliance with external agency requirements, such as those from the Illinois Department of Transportation and environmental regulatory bodies.

- Submit permit applications to support City infrastructure projects.

- Adhere to purchasing policies for procuring engineering and contractor services.
- Conduct site inspections and document progress and issues through field reports.

- Address complaints from citizens and contractors, resolving issues in line with City standards.

- Review and approve contractor and consultant payment requests.
- Manage project closeout, including the production of as-built drawings and GIS data files.

- Prepare Requests for Qualifications and Proposals for consulting services related to municipal infrastructure projects.

- Supervise the work of contracted consulting firms.
- Conduct technical research to develop solutions for engineering challenges.
- Complete planning studies to address municipal infrastructure needs.
- Develop and implement traffic signal timing plans for various systems.
- Prepare and assess traffic and parking impact studies.
- Create reports and memoranda for both internal and external stakeholders.
- Participate in community meetings to address concerns and present plans.
- Prepare applications for grant funding and manage reporting requirements.
- Review permits and submissions for private developments, providing feedback as necessary.
- Travel to various job sites as required.
- Utilize Personal Protective Equipment as needed.
- Perform additional duties as assigned.

QUALIFICATIONS:
- A Bachelor's Degree in Civil Engineering, Environmental Engineering, or a closely related field from an accredited institution is required. An Engineer in Training (EIT) certification is mandatory, while a Professional Engineer (PE) License from the State of Illinois is preferred.

- A minimum of five years of professional civil engineering experience is required, ideally within a municipal or county context, or a combination of training and experience that provides the necessary knowledge, skills, and abilities.
- A valid State of Illinois driver's license and a clean driving record are essential.
- Proficiency in civil engineering principles, practices, and software, including Autodesk Civil 3D and Microsoft Office Suite.
- Must obtain National Incident Management System (NIMS) certification within 18 months.
- Strong interpersonal skills to effectively collaborate with colleagues, citizens, contractors, and city officials.
- Ability to analyze complex problems and develop logical solutions.
- Competence in interpreting technical documents and conducting mathematical calculations for engineering tasks.
- Excellent written and verbal communication skills.

WORK ENVIRONMENT:
- The position requires the ability to perform light physical work, including lifting and moving objects as necessary.
- The role involves both indoor and outdoor work environments, with no significant environmental hazards identified.

SUPERVISION:
- Work is conducted under the general guidance of a Senior Project Manager, with responsibilities that may vary based on project needs and seasonal requirements.
