About the Role:

As a pivotal player in defense operations, you possess the ability to probe deeper into complex scenarios. Your expertise allows you to navigate intricate challenges and devise innovative solutions that contribute to national security.

In the capacity of a Security Cooperation Strategist, you will leverage your program management skills, process enhancement techniques, and leadership acumen to advance initiatives aimed at improving the Department of Defense's (DoD) strategic capacity building efforts. Your role will involve overseeing and aligning institutional capacity building frameworks with overarching security cooperation goals, methodologies, and initiatives. You will be responsible for crafting and refining strategic planning approaches for the security cooperation landscape, including the development of guidance documents and implementation protocols, as well as evaluating data against available resources.

As a trusted consultant, you will analyze and assess multifaceted security cooperation frameworks, policies, and procedures spanning multiple fiscal periods. Additionally, you will mentor and inspire junior team members, identifying opportunities for professional growth and training, while collaborating on process enhancements that drive innovation and efficiency.

Your experience as a seasoned advisor in foreign policy, security cooperation, or political-military affairs will be invaluable as you continue your mission with us. Qualifications:

  • Minimum of 5 years of experience in Title 10 Security Cooperation program strategy development.
  • At least 5 years of experience in strategic analysis and planning to align objectives with program and resource allocations.
  • Proven track record of managing complex projects and workstreams, including the creation of work plans, risk assessments, and communication strategies.
  • Experience in stakeholder engagement and communication within DoD entities, including interactions with senior leadership.
  • Demonstrated experience in team management and leadership.
  • In-depth knowledge of security cooperation frameworks, objectives, key stakeholders, and operational processes.
  • Familiarity with change management and process improvement methodologies.
  • Ability to adapt to evolving organizational structures while demonstrating leadership and vision to align team goals with broader objectives.
  • Active Secret clearance.
  • Bachelor's degree required.

Preferred Qualifications:

  • 5+ years of experience in Title 10 Security Cooperation program planning at a Geographic Combatant Command or Service Headquarters.
  • Experience in senior leadership roles at DoD HQ level, including OSD, Joint Staff, or Service HQ.
  • Knowledge of institutional capacity building strategies and programs.
  • Understanding of Title 10 Security Cooperation processes and funding cycles.
  • Excellent communication and interpersonal skills to foster collaboration and trust among team members.
  • Bachelor's degree in International Affairs preferred; advanced degrees in Foreign Affairs or Policy are a plus.
  • Certifications such as SC-101, Change Management Process Improvement (CMAP), Lean Six Sigma, or Project Management Professional (PMP) are advantageous.

Clearance Requirements:
Selected candidates will undergo a security investigation and must meet eligibility criteria for access to classified information; a Secret clearance is mandatory.
