SAIC is in search of a Lead Operations Strategist to assist the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) in managing the organization's operational functions and mission delivery, as well as the formulation of strategic communication and organizational transformation plans.

The ideal candidate will possess extensive knowledge and experience to ensure that the essential operational activities of the staff (e.g., Legislative Affairs, Strategic Communications, Workflow, Personnel, Taskings and Packages) are aligned and effectively contributing to the organization's strategic objectives. The Lead Operations Strategist will provide direct support to the Director of Science & Technology and Program Protection (D-STPP) in all facets of their responsibilities, offering vision, strategy, and oversight to harmonize innovation initiatives across the Department of Defense (DoD).

This role presents an exciting opportunity for close collaboration with senior DoD leadership within the Pentagon and throughout the broader Department of Defense community, including Components, military services, industry partners, academia, international allies, and associations to fulfill mission objectives and outcomes. The Lead Operations Strategist will assist clients in addressing complex challenges; manage project communications, timelines, and workflows; strategically investigate and frame comprehensive, multifaceted issues; and enhance workforce efficiency through process optimization.

This position offers a hybrid remote work arrangement. When onsite, work will be conducted in Arlington, VA.

Key Responsibilities:
  • Develop, propose, and implement enhancements to existing standard operating procedures and policies to boost efficiency.
  • Provide organizational management, including staffing analysis; coordinate and support director-level meetings and in-depth discussions; offer recommendations on staffing efficiencies to achieve organizational objectives.
  • Collect information; articulate, analyze, and resolve issues; visualize and present data; and provide decision-making support to accomplish mission outcomes.
  • Create/manage communications for the enterprise, groups, and individuals, including meeting agendas, briefings, and minutes.
  • Prepare weekly reports on significant activities and assess the effectiveness of events and processes.
  • Collaborate with front office staff (e.g., workflow manager, legislative affairs) to evaluate the impacts of taskers and new laws/policies on the organization. Support the development and tracking of taskers/action items assigned to the organization to facilitate timely feedback and approval from senior leadership.
  • Assist in the development of resource budgets (number of personnel required to complete tasks); coordinate with the government Budget Financial Manager to monitor and evaluate the organizational budget concerning ongoing projects.
  • Provide essential knowledge and information management functions.
  • Assess and advise on the organization, methods, and procedures for delivering administrative support systems such as records, communications, directives, forms, and files.
  • Organize and facilitate internal and external communications on a wide range of subjects, including internal and external tasks, program reviews, meetings, congressional events, invitations, speaking engagements, and resources.

  • Bachelor's degree with fifteen (15) years of experience; Master's degree with thirteen (13) years of experience.
  • Strong leadership, problem identification/resolution skills, adaptability, initiative, and a proven ability to collaborate effectively with Senior Executives.
  • Excellent communication skills; experience in writing white papers, briefings, correspondence, and reports.
  • Outstanding organizational and team-building skills, along with strong interpersonal abilities.
  • Experience within the Pentagon or at a high-level staff position.
Desired Qualifications:
  • Master's degree.
  • Familiarity with the PPBE process, POM cycle, CATMS/TMT or other tasking systems, and the Adaptive Acquisition Framework.
  • Strong understanding of OSD-level organizational structure and knowledge of the National Defense Strategy and DoD Modernization areas.
  • Graduate of Senior Service College.
