Lead Policy Strategist

OCT Consulting, LLC is a recognized SBA-certified, 8(a) small business specializing in management and technology consulting services for Federal Government clients. Our expertise spans various domains including Strategy, Process Optimization, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

We are currently seeking a Lead Policy Strategist. This role is contingent upon contract award.

Key Responsibilities:

  • Conduct research and planning to develop, coordinate, and implement policies, strategic initiatives, and new legislation.
  • Provide essential support for policy, strategy, and advisory analysis across multiple workstreams, including: CIRCIA Notices of Proposed Rulemaking, Sector Structure and SRMA advancement, and strategic management support to committees such as the Cybersecurity Advisory Committee.
  • Engage with stakeholders to gather input and support studies, investigations, and analyses of policy objectives at all classification levels, collaborating with entities such as DHS S&T, Academia, Think Tanks, and other experts.
  • Assist in the development, integration, and execution of the CISA Strategic Plan, along with other national-level cyber and critical infrastructure strategies.
  • Work with Divisions and Mission Enabling Offices to foster effective coalitions that support strategic and programmatic goals, including the implementation of CISA Strategy and Division Management Reviews.
  • Provide logistical and administrative assistance, including preparation of agendas, briefing materials, and read-ahead documents for subject matter briefings and engagements. Attend conferences and meetings as directed, providing summaries and notes on discussions.
  • Collaborate with Divisions to consult on complex national-level policy and strategy initiatives, promote the use of SPP resources, and support the development of specific strategies and implementation plans.

Security Requirements:

Must be able to obtain or retain a DoD Top Secret security clearance.

Qualifications:

  • Active Top Secret Security Clearance at the time of award.
  • A minimum of five (5) years of experience in federal program and policy management services, policy and strategy analysis, knowledge management, and task management.
  • Proven experience in developing or implementing relevant national policies and legislation, including PPD-21, PPD-44, and the FY21 NDAA.

Salary Range: $130,000 - $160,000, commensurate with experience
