In the capacity of a Security Cooperation Strategist, you will leverage your program management acumen, process enhancement skills, and leadership qualities to spearhead initiatives aimed at refining the Department of Defense's strategic capacity building programs. Your role will involve overseeing and aligning institutional capacity building authorities with overarching security cooperation goals, methodologies, and initiatives. You will craft and enhance strategic planning frameworks for the security cooperation landscape, drafting essential guidance and implementation directives while analyzing financial data against available resources.
As a trusted consultant to our stakeholders, you will be expected to identify, scrutinize, and assess multifaceted security cooperation frameworks, policies, and procedures spanning multiple fiscal cycles. Additionally, you will provide support, mentorship, and motivation to junior team members, pinpointing opportunities for growth and development, collaborating on process enhancements that drive innovation and efficiency, and supervising deliverables.
Your experience as a seasoned advisor in foreign policy, security cooperation, or political-military affairs will be invaluable as you continue your mission with us. Advance your career while addressing complex design, integration, and analytical challenges for the U.S. Government, contributing to the enhancement of sustainable capabilities and capacities for our allies and partners in defense.
Qualifications:
- Minimum of 5 years of experience in Title 10 Security Cooperation program strategy.
- At least 5 years of experience in strategic planning and analysis to align objectives with program and resource allocations.
- 5+ years of experience managing intricate workstreams and initiatives, developing actionable plans, identifying risks, and overseeing deliverables.
- 5+ years of experience in stakeholder engagement and communication across Department of Defense entities, including senior leadership.
- 5+ years of experience in team management and leadership.
- Comprehensive knowledge of security cooperation authorities, objectives, key stakeholders, and processes.
- Understanding of change management, process improvement, and strategic communication methodologies.
- Proven ability to adapt to evolving organizational structures, demonstrating leadership and vision to align objectives with organizational goals while inspiring team innovation.
- Active Secret clearance.
- Bachelor's degree required.
Preferred Qualifications:
- 5+ years of experience in Title 10 Security Cooperation program planning at a Geographic Combatant Command or Service Headquarters.
- Experience in a Senior Lead, Executive Officer, or Chief of Staff position at a DoD HQ level.
- Familiarity with institutional capacity building methodologies and programs.
- Knowledge of Title 10 Security Cooperation processes, database planning systems, and government funding cycles.
- Excellent oral and written communication skills to foster collaboration and trust among team members.
- Bachelor's degree in International Affairs preferred; Master's degree in Foreign Affairs or Policy is a plus.
- Certifications such as SC-101, Change Management Process Improvement (CMAP), Lean Six Sigma, or Project Management Professional (PMP) are advantageous.
Clearance Requirements:
Selected candidates will undergo a security investigation and must meet eligibility criteria for access to classified information; a Secret clearance is mandatory.
