Job Summary

This position is part of the Defense Security Cooperation Agency, a leading organization in the field of defense security cooperation. The incumbent will be responsible for participating in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program, providing expert advice and guidance on Loan Modeling Management as related to FMF direct loans and loan guarantee programs, policies and procedures. The selected candidate will also be responsible for implementing and managing financial policies to include audit remediation efforts for the Agency and the entire Security Assistance (SA) Community.

Key Responsibilities
  • Participate in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program.
  • Provide expert advice and guidance on Loan Modeling Management as related to FMF direct loans and loan guarantee programs, policies and procedures.
  • Implement and manage financial policies to include audit remediation efforts for the Agency and the entire Security Assistance (SA) Community.
  • Direct and mentor employees in management of complex projects through the control of the project parameters of cost, budget, schedule, scope and quality.
  • Work closely with internal, external contacts and foreign partner nations and represents the Agency at meetings, briefings, and conferences on matters related to FMF loan and loan guarantee programs and other complex financial management issues.

Qualifications
  • One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:
    • Managing and executing Federal Loan and Loan Guarantee programs.
    • Developing, coordinating, and publishing guidance that affects the financial execution of Direct Loans and Loan Guarantee Programs.
    • Managing and reporting Loan/Guarantee audit remediation efforts.
    • Preparing and presenting high-level briefings and reports and developing complex responses.
Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional Information

Selectee or incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

Selectee or incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 06/08), Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.
