Position Overview

The Defense Security Cooperation Agency is seeking a qualified individual to take on the role of a senior financial analyst, focusing on Department of Defense (DoD) budgetary programs. The successful candidate will play a pivotal role in managing and overseeing financial operations within the agency.

Eligibility Criteria
  • Open to federal employees who are classified as 'surplus' or 'displaced'.
  • Available to U.S. Citizens and Nationals.
Key Responsibilities

This role is being filled under a special hiring authority for certain personnel within the Department of Defense. As a Senior Financial Analyst, your primary responsibilities will include:
  • Overseeing resource distribution by assessing and prioritizing funding needs.
  • Conducting thorough reviews of financial management protocols and practices.
  • Utilizing the Defense Agencies Initiative (DAI) platform for the execution of Security Cooperation programs.
  • Applying analytical skills to support decision-making processes regarding DoD appropriated resources in alignment with the Security Cooperation mission.
Employment Conditions

  • U.S. Citizenship is mandatory.
  • Occasional travel may be required.
  • This is a full-time position.
  • Registration with Selective Service is required for males born after a certain date.
  • Must pass a background investigation to be deemed suitable for federal employment.
  • Probationary period may be necessary.

Qualifications

To qualify for this position at the GS-14 level, candidates must demonstrate:

A. At least one year of specialized experience equivalent to the GS-13 level in federal service, which includes:
  • Managing complex financial programs related to budgeting, accounting, and financial reporting.
  • Conducting comprehensive analyses of budgetary policies and regulations to formulate recommendations for funding adjustments.
Experience may include both paid and unpaid work, including volunteer activities that contribute to the required competencies and skills.

Educational Requirements

Substituting education for specialized experience is not permissible at this grade level.

Additional Information

Incumbents must achieve certification in the DoD Security Cooperation Workforce and fulfill ongoing learning requirements as mandated by relevant legislation. This includes completing foundational certification courses within a specified timeframe.
