This role is integral to the Defense Security Cooperation Agency, where the individual will act as the lead financial analyst for Department of Defense (DoD) funded initiatives.

Key Responsibilities
This position is being filled under a recent memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) regarding the expansion of direct hire authority for specific personnel within the Department of Defense.
As a Financial Analyst, your primary responsibilities may include:
- Overseeing resource distribution by prioritizing financial needs.
- Reviewing and supervising financial management protocols and practices.
- Demonstrating extensive experience in executing Security Cooperation programs through the Defense Agencies Initiative (DAI) platform.
- Utilizing analytical and decision-making skills to manage select DoD appropriated resources in support of the Security Cooperation mission.
- Must be a U.S. Citizen.
- Occasional travel may be required.
- Full-time work schedule.
- Males born after a certain date must be registered for Selective Service.
- Must pass a background investigation to be deemed suitable for Federal employment.
- May need to complete a probationary period successfully.
- Overtime may be required occasionally.
- Flexible tour of duty.
- Recruitment and relocation incentives may be authorized.
- Exempt from Fair Labor Standards Act (FLSA).
- Financial disclosure is mandatory.
- Telework eligibility is available for this position.
To qualify at the GS-14 level, candidates must possess:
A. One year of specialized experience equivalent to the GS-13 level in Federal service, which includes:
- Managing and executing complex financial management, budgeting, accounting, and reporting for government program funds.
- Conducting in-depth analysis of budgetary guidelines, policies, legislation, and regulations to formulate recommendations for unplanned or unfunded requirements and funding modifications.
Education
Substitution of education is not applicable for this grade level.
Additional Information
The incumbent must achieve DoD Security Cooperation Workforce (SCW) Certification and fulfill ongoing learning requirements as per the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and Security Cooperation Workforce Certification Program 2.0 standards. Completion of DoD SCW Basic-level certification courses is required within one year. Requirements for Proficiency Level 1 include at least one year of successful SC work experience with a performance appraisal rating of 3 or higher. Additionally, the incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position, along with 40 hours of continuing education (CUE) every two years.
Financial Management Certification
The selected candidate must obtain the appropriate certification level for their position, designated as Financial Management Level 3 Certified. Compliance with the DoD FM Certification program requirements is mandatory within the specified timeframe. Failure to obtain this certification may result in adverse action.
