POSITION TITLE: Housing Specialist

COMPENSATION: $21-$27 per hour

SUPERVISOR: Director of ECM

WORK ENVIRONMENT: Remote/Hybrid

POSITION SUMMARY

Libertana is seeking a dedicated Housing Specialist with exceptional interpersonal skills to evaluate individuals for housing opportunities and aid clients in obtaining affordable, permanent residences. The role encompasses collaboration with community organizations, governmental bodies, and property owners to identify resources and negotiate terms that facilitate suitable housing arrangements for clients. This position primarily involves fieldwork.

QUALIFICATIONS
  • At least two years of experience working with homeless individuals and/or low to mixed-income populations, including those facing substance abuse and severe mental health challenges.
  • High school diploma or GED is mandatory.
  • A Bachelor’s Degree in human services, social work, or a related discipline is preferred.
  • Experience as a housing counselor is advantageous.
  • Proficient in Intensive Case Management Services (ICMS).
  • Familiarity with social service agencies and community resources.
  • Understanding of community and housing resources, as well as government benefits and welfare systems.
  • Ability to work independently, self-motivate, and communicate effectively.
  • Knowledge of regulatory standards and property management practices.
  • Strong communication, interpersonal, and listening abilities.
  • Excellent analytical, mediation, and negotiation skills.
  • Outstanding organizational and case management capabilities.
  • Culturally sensitive and aware of diverse socioeconomic conditions.
  • Current CPR certification is required.
  • Must pass a pre-employment physical examination, including TB screening or chest X-ray, as per agency policies.
  • A valid driver’s license and access to a reliable, insured vehicle are necessary.
KEY RESPONSIBILITIES
  • Evaluate housing obstacles faced by individuals and families experiencing homelessness to identify their housing and service requirements.
  • Formulate a housing acquisition, financial, and self-sufficiency management plan in collaboration with clients, including an intake interview to assess needs, goals, and eligibility.
  • Facilitate mediation and advocacy with landlords on behalf of clients to create a feasible plan for securing and maintaining housing.
  • Assist clients in finding and securing their preferred housing options.
  • Establish and maintain effective communication channels among all parties involved (i.e., tenants, landlords, referral sources, collaborating agencies).
  • Act as a continuous liaison between property managers and clients, as well as between clients and their neighbors.
  • Provide information and referral support regarding available assistance from relevant social service agencies and community programs.
  • Support clients in developing and adhering to personal budgets through proactive housing and financial counseling sessions.
  • Guide clients in creating a strength-based, solution-focused individualized goal and action plan that fosters permanent housing and self-sufficiency.
  • Identify client strengths and barriers to stability, assisting them in overcoming obstacles and connecting with necessary resources.
  • Conduct proactive follow-up visits to ensure client stability and progress towards self-sufficiency.
  • Educate clients about their rights and responsibilities concerning residential lease agreements.
  • Report any signs of abuse or neglect.
  • Participate in training and quality improvement activities to maintain compliance with relevant regulations.
  • Maintain accurate records, logs, and reports for each client.
  • Collect and report program data as required.
  • Stay informed about confidentiality, HIPAA, and healthcare regulations.
  • Ensure timely documentation of client interactions.
  • Attend departmental meetings and state-mandated training sessions.
  • Perform other related duties as assigned.
