Position Overview:

Pinellas County is in search of a proactive and collaborative Senior Grant Management Specialist to oversee the program management of federal funding initiatives, specifically focusing on the American Rescue Plan Act. This role entails providing comprehensive oversight for the County's allocation of State and Local Fiscal Recovery Funds. The selected candidate will offer technical assistance and ensure compliance with federal regulations, state guidelines, and relevant circulars.

Key Responsibilities:

  • Manage and supervise projects related to the American Rescue Plan Act.
  • Engage in cross-functional teams to synchronize grant-related activities.
  • Interpret and apply federal laws and regulations pertinent to ARPA funding management.
  • Conduct reviews and monitor projects and contracts for adherence to federal compliance standards.
  • Prepare and present periodic reports on the status of ARPA projects to stakeholders, including executive management.
  • Act as a liaison for various county organizations regarding ARPA-funded initiatives.
  • Utilize technology effectively to execute assigned tasks with precision.
  • Maintain comprehensive records related to the ARPA program.
  • Perform additional duties as required.

Qualifications:

  • A minimum of seven years of professional experience in federal or state grant management; or
  • An Associate's degree in business, public administration, or a related field with five years of relevant experience; or
  • A Bachelor's degree in business, public administration, or a related field with three years of relevant experience; or
  • A Master's degree with one year of relevant experience; or
  • An equivalent combination of education and experience.

Additional Requirements:

  • Willingness to travel for meetings across various locations.
  • Flexibility to work varied schedules, including during emergencies or special situations.

Preferred Qualifications:

  • Two years of experience working with local government.
  • Direct experience in supporting federal program management.
  • Familiarity with project management systems.

Skills and Abilities:

  • In-depth knowledge of federal grant requirements and procedures.
  • Strong research, written, and verbal communication skills.
  • Ability to coordinate grant management activities effectively.
  • Capability to build and maintain effective working relationships with various operational units.
  • Proficiency in using personal computers and related software applications.
  • Ability to maintain detailed records and perform data analysis.

Physical and Mental Demands:

This position involves sedentary work, requiring occasional exertion of up to 10 pounds. Essential physical abilities include:

  • Fingering: Engaging in tasks requiring dexterity.
  • Grasping: Applying pressure to objects.
  • Visual Ability: Sufficient to operate office equipment and read documents.
  • Hearing Ability: Capable of engaging in conversations and understanding recordings.
