This role includes comprehensive oversight of the County's significant allocation of State and Local Fiscal Recovery Funds. The selected candidate will provide financial guidance and technical support to stakeholders involved in the grant program, ensuring adherence to federal regulations, program directives, and relevant circulars from the Office of Management and Budget.

Key Responsibilities:

  • Manage and supervise project budgets and fiscal responsibilities associated with ARPA.
  • Collaborate with cross-functional teams to align project budgets throughout the ARPA initiative.
  • Interpret and implement federal laws and regulations governing the use of ARPA grant funds.
  • Evaluate and track project budgets and financials to ensure federal compliance.
  • Generate regular reports detailing the fiscal status of the ARPA program for internal and external stakeholders, including executive management.
  • Act as a liaison for various county entities regarding projects funded by ARPA.
  • Utilize technology effectively to perform assigned tasks with accuracy and efficiency.
  • Maintain comprehensive records on ARPA programs.
  • Execute additional related duties as required.

Qualifications:

  • A minimum of seven years of professional experience in federal or state grant management; or
  • An Associate's degree in finance, accounting, business, public administration, or a related field with five years of relevant experience; or
  • A Bachelor's degree in finance, accounting, business, public administration, or a related field with three years of relevant experience; or
  • A Master's degree with one year of relevant experience; or
  • An equivalent combination of education, training, and experience.

Additional Requirements:

  • Willingness to travel for meetings across various locations.
  • Flexibility to work varied schedules, including during emergencies or special situations.

Desirable Skills:

  • Two years of professional experience within local government.
  • Direct experience in supporting federal program management and administration.
  • Familiarity with project management systems.

Knowledge, Skills, and Abilities:

  • Understanding of federal and state grant programs and the associated fiscal procedures.
  • Proficiency in grant acquisition principles and advanced knowledge in environmental management.
  • Awareness of relevant laws, rules, and regulations pertaining to grant acquisition.
  • Strong written and verbal communication skills.
  • Ability to plan and implement a complex grant management program.
  • Capacity to establish and maintain effective working relationships with various operational units.
  • Proficient in using personal computers and related software.
  • Aptitude for maintaining detailed records and performing fiscal and operational performance analysis.

Physical and Mental Demands:

This position requires sedentary work, occasionally exerting up to 10 pounds of force. Key physical abilities include:

  • Fingering: Engaging in tasks primarily with fingers.
  • Grasping: Applying pressure with fingers and palms.
  • Visual ability: Sufficient to operate office equipment and read documents.
