Position Overview: Pinellas County is in search of a proactive and collaborative Senior Grant Management Specialist to oversee the program management of the American Rescue Plan Act. This role includes comprehensive oversight of the County's substantial allocation of State and Local Fiscal Recovery Funds. The selected candidate will provide essential program guidance and technical support to stakeholders involved in the grant program, ensuring adherence to federal regulations, program directives, and relevant circulars from the Office of Management and Budget.

Key Responsibilities:

  • Manage and supervise ARPA projects and their administration.
  • Lead or engage in cross-departmental teams to synchronize grant-related activities for ARPA initiatives.
  • Understand and implement federal laws and regulations pertinent to ARPA funding management.
  • Evaluate and oversee ARPA projects and contracts to ensure federal compliance.
  • Compile and present periodic reports on the programmatic progress of ARPA projects to internal and external stakeholders, including executive management and the Board of County Commissioners.
  • Act as a liaison for various county organizations regarding ARPA-funded initiatives.
  • Utilize technology tools to execute assigned tasks accurately and efficiently.
  • Maintain a comprehensive master file on the ARPA program.
  • Perform additional related duties as assigned.

Qualifications:

  • A minimum of seven years of professional experience in federal or state grant management; or
  • An Associate's degree in business, public administration, or a related field with five years of relevant experience; or
  • A Bachelor's degree in business, public administration, or a related field with three years of relevant experience; or
  • A Master's degree with one year of relevant experience; or
  • An equivalent combination of education, training, and experience.

Additional Requirements:

  • Ability to travel for frequent meetings across various locations.
  • Willingness to work flexible schedules, including during emergencies or special situations.

Desirable Skills:

  • Two years of professional experience within local government.
  • Direct experience in supporting federal program management and administration.
  • Familiarity with project management systems.

Knowledge, Skills, and Abilities:

  • In-depth knowledge of federal grant requirements and procedures.
  • Strong research capabilities along with excellent written and verbal communication skills.
  • Ability to coordinate grant management activities effectively.
  • Capacity to establish and maintain productive working relationships with other county departments.
  • Proficiency in operating personal computers and related software applications.
  • Ability to maintain detailed records and perform data analysis.

Physical and Mental Demands:

This position involves sedentary work, requiring the ability to exert up to 10 pounds of force occasionally. Key physical abilities include:

  • Fingering: Engaging in tasks primarily with fingers.
  • Grasping: Applying pressure with fingers and palms.
  • Handling: Working primarily with the whole hand.
  • Visual ability: Sufficient to operate office equipment and read documents.
  • Hearing ability: Adequate to engage in conversations and listen to recordings.
  • Speaking ability: Capable of effective communication in person and over the phone.
  • Mental acuity: Ability to make rational decisions through logical reasoning.
  • Repetitive motion: Frequent movements of the wrists, hands, and fingers.
