Grant Budget Specialist, Senior

Pinellas County is seeking a dynamic and collaborative senior Grant Budget Specialist to provide fiscal management for the American Rescue Plan Act for Pinellas County, including fiscal oversight of the County's $M direct allocation of State and Local Fiscal Recovery Funds. This individual provides fiscal oversight and technical assistance for stakeholders engaged with the grant program for compliance with the Code of Federal Regulations, federal program guidance, state program guidance and Office of Management and Budget circulars. Primary duties include compliance with U.S. Treasury compliance and reporting guidelines for the American Rescue Plan Act State and Local Fiscal Recovery Funds. The position will work under the direction of the Grants Administration Manager and will work closely with staff in Clerk Finance Division, Office of Management and Budget, various County departments, and external partners. Demonstrated federal and/or state grant financial management experience is required.
The County is seeking to fill this position immediately. Based on ARPA deadline for expending funds, the position will be needed through calendar year . While the position is not permanent as it will be funded by ARPA, Pinellas County is committed to retaining talent and looks forward to planning in advance to ensure the individual has an engaging opportunity to continue contributing in another role as a County employee.
What Would You Do?
Coordinates and over-sees ARPA project budgets and fiscal assignments. Leads or participates in cross-functional teams to coordinate project budgets across the ARPA program. Comprehends and applies federal laws and regulations for the expenditure of ARPA grant funding. Reviews and monitors ARPA project budgets and financials for federal compliance. Prepares periodic reports on the fiscal status of ARPA program to internal and external customers, executive management, and the Board of County Commissioners. Liaison for various county organizations concerning ARPA funded projects. Leverages technology tools to fulfill assigned duties accurately and efficiently. Maintain a master file on ARPA programs. Performs other related job duties as assigned.What Do You Need To Have?
Seven years professional level experience in federal or state grant management; or An Associate’s degree in finance, accounting, business, public administration, or a related field and five years professional experience as described above; or A Bachelor’s degree in finance, accounting, business, public administration, or a related field and three years professional experience as described above; or A Master’s degree and one years of experience as described above; or An equivalent combination of training, education, and/or experience.Additional Requirements
Must be able to travel to frequent meetings held in a variety of locations across the County. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.Highly Desirable
Two years professional experience with a local government. Direct experience supporting federal program management and administration. Experience with project management systems.Knowledge, Skills, and Abilities
Knowledge of federal and state grant programs and the fiscal procedure required in this specialized area; Knowledge of the principles, practices and methods of grant acquisitions including advanced knowledge in environmental management; Knowledge of national, state, and local grant acquisition related laws, rules, ordinances, codes, and regulations; Skill in written, research and verbal communication skills; Ability to plan and execute a complex grant management program related to the specialized area of assignment; Ability to establish and maintain effective working relationships with other federal, state and county operational units; Ability to operate a personal computer and related word processing, spreadsheets and database programs; Ability to maintain detailed records, develop presentations of composite data and perform comparative analysis of fiscal and operational performance data.Physical/Mental Demands

Mental acuity: Ability to make rational decisions through sound logic and deductive processes. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Standing: Particularly for sustained periods of time. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.Working Conditions
