SUMMARY / WORK SCOPE

We are in search of a Human Resources Manager who will oversee the growth and development of our workforce while ensuring adherence to all relevant employment laws at the federal, state, and local levels. This role encompasses HR responsibilities related to both current employees and their ongoing employment with the organization. The successful candidate will manage the implementation of HR policies and procedures, ensuring compliance with all applicable regulations.

This position demands a high energy level with a strong emphasis on administration, compliance, analysis, and customer service. Occasional travel to various project sites may be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are essential to this role. Additional responsibilities may be assigned:

  • Provide strategic guidance to the Executive Team on employment laws and HR practices that may affect business operations.
  • Administer company policies and procedures effectively.
  • Oversee the recruitment and selection process, ensuring compliance throughout hiring and onboarding.
  • Maintain hiring, disciplinary, and termination practices in line with applicable regulations.
  • Facilitate employee reviews and document performance outcomes.
  • Utilize company-approved systems for job postings and collaborate with hiring managers to attract qualified candidates.
  • Develop and maintain annual Affirmative Action Plans and related reports.
  • Design and implement recruiting and development plans for the organization.
  • Deliver HR-related training and ensure compliance with training requirements.
  • Manage HR audits, employee relations issues, and complaints.
  • Coordinate new hire processes, including interviews and documentation.
  • Ensure compliance in maintaining employee records as per legal requirements.
  • Collaborate with the Payroll Manager for accurate reporting of employee deductions.
  • Provide manpower reporting to support operational needs.
  • Address and resolve employee conflicts in compliance with relevant laws.
  • Assist in managing benefits enrollments and changes in accordance with corporate deadlines.
  • Work closely with management on union employee onboarding.
  • Ensure completion of HR compliance training for all employees.

QUALIFICATIONS

  • Bachelor's degree in Human Resource Management or a related field; Master's degree preferred.
  • Approximately 8 years of progressive HR experience, including direct recruiting and employee relations.
  • Proven ability to provide proactive insights to senior leadership.
  • Experience with union employee onboarding is desirable.
  • Thorough knowledge of employment laws and regulations.
  • Experience coordinating Workers' Compensation with FMLA and ADA requirements.
  • Ability to assist leadership in performance management and safety practices.
  • Maintain confidentiality in sensitive matters.
  • Experience in the construction industry and/or with unions is a plus.
  • PHR certification is advantageous.
  • Familiarity with HRIS software is preferred.
  • Proficiency in Microsoft Office Suite.
