SUMMARY / WORK SCOPE
We are in search of a Human Resources Manager to oversee our operations. This pivotal role involves managing employee development while ensuring adherence to all relevant employment laws at the federal, state, and local levels. The HR Manager will handle responsibilities related to current employees, both union and non-union, and oversee their ongoing employment matters. This position also entails the administration of HR policies and procedures to guarantee compliance with all applicable regulations.
The ideal candidate will exhibit a proactive approach to HR responsibilities, ranging from entry-level tasks to advanced functions, providing essential support to the organization.
This role demands a high energy level, with a strong emphasis on administration, compliance, analysis, and customer service. Occasional travel to project sites may be required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are essential to the role, though additional responsibilities may be assigned:
- Advise the Executive Team on employment laws, HR practices, and workforce issues that may affect business operations.
- Administer company policies and procedures effectively.
- Oversee the recruitment and selection process, ensuring compliance throughout hiring and onboarding.
- Maintain hiring, disciplinary, and termination practices in line with applicable regulations.
- Facilitate employee reviews, document accolades, reprimands, and terminations.
- Utilize the company-approved system for job postings and collaborate with hiring managers to secure qualified candidates.
- Develop annual Affirmative Action Plans and ensure compliance with federal and state reporting requirements.
- Establish and maintain recruiting, succession, and development plans.
- Deliver required HR training and ensure compliance with training mandates.
- Manage HR-related audits, complaints, and employee relations issues.
- Coordinate new hire requests and ensure compliance with all regulations during the onboarding process.
- Ensure ongoing compliance in maintaining employee records as per legal requirements.
- Collaborate with Payroll Manager for accurate reporting of employee deductions.
- Assist operations with manpower reporting as necessary.
- Address and resolve employee conflicts while ensuring compliance with relevant laws.
- Support Payroll Manager in managing benefits enrollments and changes.
- Facilitate corporate 401K and Employee Stock Purchase Plan enrollments as required.
- Work closely with the General Superintendent on union employee onboarding.
- Assign and track completion of HR/IT compliance training.
QUALIFICATIONS
- Bachelor's degree in Human Resource Management or a related field is required; a Master's Degree is preferred.
- Approximately 8 years of progressive HR experience, including direct recruiting, employee relations, benefits administration, and compliance responsibilities.
- Proven ability to provide proactive insights to senior leadership.
- Experience with union employee onboarding is desirable.
- In-depth knowledge of federal, state, and local employment laws.
- Experience coordinating Worker's Compensation with FMLA and ADA requirements.
- Ability to assist leadership in performance management and safety practices.
- Demonstrated ability to maintain confidentiality in sensitive matters.
- HR experience in the construction industry or with unions is a plus.
- PHR certification is advantageous.
- Familiarity with HRIS software is preferred.
- Proficiency in Microsoft Office applications.
