SUMMARY / WORK SCOPE
We are seeking a Human Resources Manager to oversee employee development while ensuring compliance with all applicable employment laws. This role encompasses HR responsibilities for both bargaining and non-bargaining employees, focusing on their ongoing employment with the organization. The successful candidate will administer HR policies and procedures, ensuring alignment with corporate standards and legal requirements.
This position demands a high energy level, emphasizing administration, compliance, analysis, and customer service. Occasional travel to project sites may be required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following responsibilities are essential to this role. Additional duties may be assigned as necessary:
- Provide guidance to the Executive Team on employment laws and HR practices affecting business operations.
- Administer company policies and procedures effectively.
- Manage the recruitment and selection process, ensuring compliance throughout hiring and onboarding.
- Maintain hiring, disciplinary, and termination practices in accordance with applicable regulations.
- Facilitate employee reviews and document performance-related actions.
- Utilize the company-approved system for job postings and collaborate with hiring managers to ensure compliance.
- Develop and maintain annual Affirmative Action Plans and related reports.
- Implement and oversee recruiting, succession, and development plans.
- Deliver HR-related training and ensure compliance with training requirements.
- Manage HR audits, complaints, and employee relations issues.
- Coordinate new hire processes, ensuring compliance with regulations.
- Maintain employee files and records in accordance with legal requirements.
- Collaborate with Payroll Manager for accurate reporting of employee deductions.
- Assist operations with manpower reporting as needed.
- Address and resolve employee conflicts while ensuring compliance with relevant laws.
- Facilitate benefit enrollments and changes in accordance with corporate deadlines.
- Assist with corporate 401K and Employee Stock Purchase Plan enrollments.
- Work with the General Superintendent on union employee onboarding.
- Ensure completion of HR/IT compliance training for union and non-union employees.
QUALIFICATIONS
- Bachelor's degree in Human Resource Management or a related field; Master's degree preferred.
- Approximately 8 years of progressive HR experience, including direct recruiting and employee relations.
- Proven ability to provide insights and guidance to senior leadership.
- Experience with union employee onboarding is desirable.
- Knowledge of Federal, State, and local employment laws is essential.
- Experience coordinating Worker's Compensation with FMLA and ADA requirements.
- Ability to assist leadership in performance management and safety practices.
- Demonstrated ability to maintain confidentiality in sensitive matters.
- HR experience in the construction industry or with unions is a plus.
- PHR certification is advantageous.
- Familiarity with HRIS software is required.
- Proficiency in Microsoft Office programs is necessary.
