SUMMARY / WORK SCOPE

We are seeking a Human Resources Manager to oversee our HR functions. This role is pivotal in fostering employee development while ensuring adherence to all relevant employment laws at the federal, state, and local levels. The incumbent will manage HR responsibilities for both bargaining and non-bargaining employees, focusing on their ongoing employment matters. Additionally, this position will oversee the implementation of HR policies and procedures to guarantee compliance with all corporate and legal standards.

The ideal candidate will possess a high energy level and a strong focus on administration, compliance, analysis, and customer service. Occasional travel to project sites may be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following responsibilities are essential to this role, with additional tasks assigned as necessary:

  • Provide guidance to the Executive Team on employment laws and HR practices that may affect business operations.
  • Administer company policies and procedures effectively.
  • Oversee the recruitment and selection process, ensuring compliance throughout hiring and onboarding.
  • Maintain hiring, disciplinary, and termination practices in line with applicable regulations.
  • Facilitate employee reviews and document performance-related actions.
  • Utilize company-approved systems for job postings and collaborate with hiring managers to secure qualified candidates.
  • Develop annual Affirmative Action Plans and related compliance reports.
  • Establish and maintain recruitment and development plans.
  • Deliver HR-related training and ensure compliance with training requirements.
  • Manage HR audits, complaints, and employee relations issues.
  • Coordinate new hire processes, ensuring compliance with regulations.
  • Maintain employee files and records in accordance with legal requirements.
  • Collaborate with Payroll to ensure accurate reporting of employee deductions.
  • Provide manpower reporting to support operational needs.
  • Address employee conflicts and manage terminations in compliance with relevant laws.
  • Assist with benefits administration and compliance with corporate deadlines.
  • Support union employee onboarding processes.
  • Ensure completion of HR/IT compliance training for union and non-union employees.

QUALIFICATIONS

  • Bachelor's degree in Human Resource Management or a related field is required; a Master's degree is preferred.
  • Approximately 8 years of progressive HR experience, including direct recruiting and employee relations.
  • Proven ability to provide proactive insights to senior leadership.
  • Experience with union employee onboarding is desirable.
  • Thorough knowledge of employment laws and regulations.
  • Experience coordinating Workers' Compensation with FMLA and ADA requirements.
  • Ability to assist leadership in performance management and safety practices.
  • Maintain confidentiality in sensitive matters.
  • HR experience in the construction industry or with unions is a plus.
  • PHR certification is advantageous.
  • Familiarity with HRIS software is preferred.
  • Proficiency in Microsoft Office applications.
