SUMMARY / WORK SCOPE

We are seeking a Human Resources Manager to oversee employee development while ensuring compliance with all applicable employment laws. This role encompasses HR responsibilities for both bargaining and non-bargaining employees, focusing on their ongoing employment matters. The successful candidate will administer HR policies and procedures, ensuring adherence to all relevant regulations and standards.

This position demands a high energy level, emphasizing administration, compliance, analysis, and customer service. Occasional travel to project sites may be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are essential to this role. Additional responsibilities may be assigned:

  • Provide guidance to the Executive Team on employment laws and HR practices that could affect business operations.
  • Administer company policies and procedures effectively.
  • Manage the recruitment and selection process, ensuring compliance throughout hiring and onboarding.
  • Maintain hiring, disciplinary, and termination practices in accordance with state and federal regulations.
  • Facilitate employee reviews, recognitions, and disciplinary actions.
  • Post job openings using the approved system and collaborate with hiring managers to ensure compliance in candidate selection.
  • Create annual Affirmative Action Plans and related reports.
  • Develop and maintain succession and development plans for the organization.
  • Deliver required HR training and ensure compliance.
  • Handle HR audits, complaints, and employee relations issues.
  • Coordinate new hire requests and documentation in compliance with regulations.
  • Ensure ongoing compliance in maintaining employee records.
  • Collaborate with Payroll Manager for accurate reporting of employee deductions.
  • Provide manpower reporting to assist operations.
  • Address and resolve employee conflicts and manage terminations per relevant laws.
  • Assist with benefits administration and compliance with corporate deadlines.
  • Work with the General Superintendent on union employee onboarding.
  • Assign and track completion of HR/IT compliance training.

QUALIFICATIONS

  • Bachelor's degree in Human Resource Management or a related field required; Master's Degree preferred.
  • Approximately 8 years of progressive HR experience, including direct recruiting and employee relations.
  • Experience providing insights and guidance to senior leadership.
  • Knowledge of federal, state, and local employment laws is essential.
  • Experience with Worker's Compensation and FMLA coordination.
  • Ability to maintain confidentiality in sensitive matters.
  • HR experience in the construction industry is a plus.
  • PHR certification is advantageous.
  • Familiarity with HRIS software is preferred.
  • Proficiency in Microsoft Office applications.
