Title: Senior New Business Consultant

Department: Human Rights, Education & Empowerment

Reports to: AVP, Human Rights, Education & Empowerment

Winrock International is in search of a Senior New Business Consultant to collaborate with the Human Rights, Education & Empowerment (HREE) division and its specialized teams. This role is crucial for providing additional capacity to meet immediate and mid-term requirements in key business development activities, including leading proposals, facilitating design sessions, and collaborating with teams to formulate business development strategies.

The consultancy is structured for a one-year term, with the possibility of extending the engagement for up to two additional years, contingent upon mutual agreement and ongoing funding availability. The estimated commitment is 45 days throughout the consultancy period, with mobilization coordinated by the AVP, HREE, based on the agreed scope of work and the consultant's schedule.

Key Responsibilities:

  • Business Development Support: Assist in shaping the HREE new business proposal strategy to align with USAID objectives, focusing on technical methodologies, staffing, partnerships, and budgetary aspects.
  • Collaboration: Work closely with internal teams (such as technical specialists, finance, and operations) and external stakeholders to gather insights, refine proposals, and ensure consistency across all proposal components.
  • Proposal Activities: Engage in strategic discussions with partners, develop results frameworks, contribute to technical writing, and participate in internal review processes.
  • Drafting Proposals: Lead the creation of essential proposal sections, including the technical approach, management plan, monitoring and evaluation framework, staffing plan, and budget narrative.
  • Partnership Engagement: Identify and connect with potential local and international partners, negotiate roles, and secure necessary commitments.
  • Training Delivery: Provide training sessions on USAID procurement and budgeting processes as required, based on identified needs.

Deliverables:

  • Proposal Strategy Document: A comprehensive outline detailing the proposal strategy, including technical approaches and budget considerations.
  • Draft Proposals: Initial and revised drafts encompassing all necessary sections of the proposal.
  • Final Proposal: A complete and competitive proposal submitted in compliance with USAID requirements.
  • Post-Submission Report: A reflective report summarizing the proposal process, highlighting lessons learned and suggestions for future improvements.
